French Smoking Ban in Full Force

PARIS (AP) -- France's most drastic measure to curb smoking went into effect Wednesday with a full ban on lighting up in cafes, restaurants and discotheques, a sea change for a country where the cigarette came to symbolize the French way of life.

A New Year's Day reprieve allowed revelers their last legal drags in public places before the new law took effect.

''You have to be vigilant. We caught one at the counter this morning,'' said Maria Boyer at a cafe near the famed Champs-Elysees.

''I just ask people to be nice and avoid the fines,'' she said, noting that cafe owners who ignore the ban must pay up, too.

Under the measure, those caught lighting up inside face a $93 fine, while owners who turn a blind eye to smoking in their establishments face a $198 fine.

About a quarter of France's 60 million people smoke. The Health Ministry said one in two regular smokers dies of a smoking-related illness here, and about 5,000 nonsmokers die each year from secondhand smoke.

Banning smoking everywhere but in private homes and in the streets is the latest measure in a progressive crackdown that began 15 years ago with the start of steady price hikes on cigarettes and a requirement that public places create nonsmoking areas -- the first curb on smoking in cafes.

Last year, a prohibition against smoking in workplaces, schools, airports, train stations, hospitals and other ''closed and covered'' public places was reinforced. Restaurants and other so-called places of conviviality were given an extra 11 months to apply a full ban.

Smoking is now allowed only inside special sealed chambers, which are costly to install.

Over the years, the French have been weaning themselves of the habit, including by replacing the rich, dark tobacco of Gauloises or Gitanes cigarettes with lighter smokes.

But the smoke-filled cafe persisted as a symbol of Paris and all that it stood for in the popular imagination: rebellion, intellectual pursuits and ''joie de vivre'' -- until Wednesday.

Between a predicted drop in sales of cigarettes and possible fines for failing to capture cheaters, Boyer is worried about the health of her cafe, which also sells cigarettes.

''This money will be missing from the coffers at the end of the year,'' she said. ''There will be people without jobs.''
 
The thing is that most of the SBH restaurants are open air so the smoke really doesn't bother me. Now they will be congregated in one spot outside sending up plumes of smoke just like they do here by the entrance to the buildings. I don't know which is worse.
 
I'm wondering if the patio(office area) of Le Select will fall under the ban, but I would assume so. Will the patrons then step outside the fence to puff or merely hold their cancer sticks outside the fence while they remain inside the fence? Another situation where we need a live report....
 
so far no evidence of the smoking ban in effect. Bar de L'Oubli was packed and smokey yesterday for the Rose Bowl.

Those of you on the island, please let us know if they are enforcing NO Smoking at St Barts. We are heading there in a couple of weeks and look foward to smoking up a storm.

Smoking, literally and figuratively, should not be the taxing forces' business. On SBH or anywhere else. What's the "carbon print" of those yachts in the harbor?

Well, as some predicted, the new taxes are coming in on SBH. I understand, but I don't agree.

Legislating how much "smoke" I produce and what I eat is a bit out there. Passing laws for the sake of more laws and extra fees/fines as a cheap substitute for taxes (and making everyone feel like a criminal when paying fines) is goofy. (Better management of what we all have to live with everyday, without incredible overhead and speculators sucking/inhaling good people's money, could make some sense. Sense? Ain't seen much in government and business lately).

Wish I had a Falcon, Octopus, or a lock on an island's economy. Wouldn't even think about these issues. Yet, it's a good day. Cold. Snow has crusted too bad. We're warm and have SBH pix to look at. Simple, but it works.
 
All of the restaurants we have been to recently are complying with the new smoking ban to the extent that they post the requisite sign...then all bets are off. Some restos have removed the ash trays, others not. Last night at Pipiri Palace a gent at the next table lit up and requested a cendrier...and one was swiftly arranged.

For all practical purposes there is no infrasructure to enforce such a ban here. The Police Municipal are hardly in evidence and I don't belive the Collectivite has the heart to push enforcement on the tourist who, after all, will be bearing the bulk of the new taxes now in place or on the way.
 
Nap was good. My thoughts (raves?) haven't changed. Martini? Don't really like them. A good bourbon Manhattan (Jim Beam) is more to my liking. At 1730 hours EST I will mix some, light up a cancer stick, start a fire (in the fireplace, neighbors hate when I do it randomly), sit back, and hail Flamands beach. Wouldn't it be cool to be in 2 places at once? Mr. Spock, beam me over.

Yup. Scotty usually did the honors on the transporter. Spock did a few. Being on EVT (Eastern Voosh Time), I just want the next beam-over to Flamands. As long as my lit Marlboro stays intact (just trying to keep this on thread - smoke, Moke, gas emissions, etc.)
