Definitely sounds like alcohol was involved. The boat was a 65' center console powered by four out board engines. One female occupant was ejected from the boat after it ran aground on the rocks, in what sounds like a pretty high rate of speed. From Le Journal:

I am going to guess it wasn't a charter. If the yacht was chartered, only the crew would be allowed to operate the tender and they would have had at least two crew members on board. From the reports, the boat was being operated in a reckless manner, something a professional crew member would not do. Also, they ran ashore in Anse de Cayes which means they were not even close to navigating around Colombier back into the Gustavia harbor.
