SXM Airways is in the process of acquiring traffic rights. Each route has to be negotiated with the relevant Civil Aviation Authority. For St. Barth, that means DGAC in Guadeloupe. The French DGAC is not known to be fast in the process.
An applicant airline has to demonstrate to the authority that they can operate safely into the required airport. As we know, SBH airport is restricted and special training is needed for pilots. Also, aircraft performances have to be reviewed, including emergency procedures. That includes, engine failure on take off, max weight take off and landing, etc..

Note: Interestingly, SXM Airways is the first airline approved by the freshly-appointed SMCAA.

Basically a transfer of authority from the Dutch Caribbean (HQ in Curaçao) to St. Maarten (after status change of the island).
No change to be expected for the general public. But Winair, Windward Express Airways, JetBudget and now SXM Airways have a local civil aviation authority.
All aircraft keep the original PJ-_ _ _ registrations (PJ for "Princess Juliana").
