THE CIRCULATION OF THE VIRUS IS PROGRESSING ON OUR ISLAND
by Valentine Autruffe 09/30/2020
A good 20 active cases is not huge in itself, but it is far superior to what Saint-Barth has experienced so far. The virus circulation indicators, which determine the restrictions decided by the authorities, are closely scrutinized.

Saint-Barthélemy now has 48 cumulative cases of Covid-19 (as of September 23), and notes a recent increase in the circulation of the virus with sixteen cases recorded in two weeks. These figures come from the latest epidemiological bulletin from Public Health France.

A new positive case detected on Monday
According to our information, the island currently has 26 active cases: there were 25 last Thursday, and a new case was detected on Monday, September 28. Note, in the meantime, some have been declared cured. But this slightly increases the figure of Public Health France. With five new cases since September 23, our territory has grown to 53 cumulative cases of Covid-19, the vast majority having been detected in September. In recent days two fragile patients have been evacuated to Saint-Martin to be placed under surveillance. The main source of contamination was that of the canteen, but the contamination within different families on the island attests to the circulation of Covid-19 in Saint-Barth. They are pushing the incidence rate on our island above the vigilance threshold, with 82 cases per 100,000 inhabitants last week. The positivity rate also increases, but remains below the vigilance threshold, at 4.4%.

St. Barth separated
from Guadeloupe
These statistical figures are fundamental because they are the ones who determine the policy to fight the virus in our territory. First thing, it is noted between the prefecture of Guadeloupe and the prefecture of the Northern Islands that each of the territories is differentiated. Thus, if the government has passed the butterfly island in the maximum alert zone, we remain at the first stage of the red zone, which only implies the limitation to a gauge of 30 people for public and private events (associative parties, weddings , birthdays, etc.) However, the decree to this effect has not been signed by Prefect Sylvie Feucher at this time.

No new measure at this time
For now the constraints remain the same. They will change if our incidence rate exceeds 150 / 100,000 inhabitants, and if the elderly are severely affected. The territories that cross this threshold are classified as "enhanced alert zones", which implies new restrictions: closing of bars at 10 p.m., closing of sports halls, ban on gatherings of more than ten people ...
Finally, above 250 / 100,000 inhabitants, as is the case in Guadeloupe in recent weeks, bars and restaurants are quite simply closed, as are most places open to the public, and the prefects can add other measures. , as did Alexandre Rochatte, regional prefect, for the archipelago.

The delicate arrival
seasonal workers
For our island, while the situation remains under control today, all eyes are on the arrival of the hundreds of seasonal workers essential to the functioning of the tourism industry. Indeed, the first reopens are approaching (Carl Gustaf on October 15, Bagatelle on October 22, Eden Rock on October 22…). Like all entrants overseas, seasonal workers must present a negative PCR test carried out on D-3; but it was found that this was not a guarantee that the virus would not be imported. Prefect Rochatte has experienced it himself, and some members of the Portuguese community, returning from vacation with a proper test, have nevertheless imported the virus, while it circulates very little in this country. . In addition, the timeframe for sampling and results within three days is difficult to meet in metropolitan laboratories, depending on the region where one is located. This could encourage fraud: it is very easy to make a false positive Covid test, or even to buy it from the smart guys who sell it ...

Not good! “. . . the timeframe for sampling and results within three days is difficult to meet in metropolitan laboratories, depending on the region where one is located. With the upcoming influx of seasonal workers and tourists and the uncertainty of the “rules,” it makes planning pretty iffy.
