Saint-Martin :
For the week of December 20 to December 26, 2021 (week 51, data stopped on December 26), there are 126 new cases in the territory of Saint-Martin, against 46 in week 50. Since 12/27/2021 (current week 52), 81 new cases of COVID have already been recorded out of 508 analyzes carried out; proof of a significant acceleration of the epidemic in the territory which should call for the greatest vigilance of the population. The positivity rate for the hour stands at 15.9% positivity rate).

As of December 29, 4 confirmed COVID patients were hospitalized at the LCF hospital center; 0 are hospitalized at the CH de Bruyn while many staff are on end-of-year leave.

The ARS vigilantly monitors the following indicators: the incidence rate and the positivity rate1

In Saint-Martin,
Epidemiological indicators are on the rise this week:
• According to the SI-DEP ARS data, the incidence rate is on the rise and stands at 397.2 / 100,000 inhabitants, against 128.7 / 100,000 in week 50. According to the SI-DEP SPF data, the incidence rate week is also on the rise and stands at 357/100 000 inhabitants, against 122/100 000 in week 50.

Several new suspicious samples detected in the Northern Islands are being sequenced for confirmation by the CNR.
The Omicron variant is extremely contagious. This appears to be 2-3 times greater than the Delta variant. Vaccination and barrier gestures are the only solutions to slow down the 5th wave

To protect yourself you need to:
• Put on an approved mask as soon as you are in the presence of other people
• Eat at a distance from each other and if possible in a ventilated environment
• For the holidays, meet in small groups rather outside to keep the protective distances between people
• Do not shake hands and do not “Czech” either
• Wash your hands as often as possible and especially when you get home
• Rub your hands with hydro-alcoholic gel as soon as you touch surfaces to avoid carrying the virus to the face when touched
• Ventilate air-conditioned rooms as much as possible
In the family, the isolation of a confirmed case from other family members not yet infected must also be the rule to avoid the intra-family spread of the virus.

• 2nd dose performed 3 weeks after the first dose

From Wednesday 22 December, the vaccination of children from 5 to 11 years old is open to all children on a voluntary basis. This will become possible in certain vaccination centers and in town medicine in conjunction with pediatricians in Guadeloupe at the start of 2022.

Vaccination: (Reminder):
The HAS (opinion of November 25, 2021) and the vaccination strategy steering committee (opinion of December 6, 2021) recommend the vaccination of children aged 5 to 11 at risk of severe forms of Covid-19 and of death and those who live in the entourage of an immunocompromised person.
This has already been possible at the Saint-Martin hospital center since last week.
The vaccination course of these children corresponds to that of adolescents:
• Parental authorization of at least 1 of the 2 parents
• Medical questionnaire pre-filled by the parent and then endorsed by the center doctor
• Registration of vaccination in SI-VAC and in the child's health record
• 2nd dose performed 3 weeks after the first dose

From Wednesday 22 December, the vaccination of children from 5 to 11 years old is open to all children on a voluntary basis.

This will become possible in certain vaccination centers and in town medicine in conjunction with pediatricians in Guadeloupe at the start of 2022.

Saint-Martin :
The recall campaign for the third injection continues. The third injection should be given between three and seven months after the second. People who received their second dose from July have until February to be reminded.
The vaccination offer in Saint-Martin is as follows:
• The Louis Constant Fleming Hospital receives by appointment (appointment on doctolib.fr) from Monday to Friday. The vaccine used is PFIZER.
• In town in pharmacies.
• In medical offices.
The vaccines available are PFIZER and MODERNA. Please note, each pharmacy or doctor is organized as they wish, so you need to get in touch with them to find out how to make a refer and / or passage.
• According to ARS data, the vaccination coverage of the population aged over 12 years is 47.41% for one dose, 39.68% for the second dose and 11.51% for the third dose on January 4. For the adult population, the vaccination coverage in the first doses is 50.89%.
Faced with the health crisis, vaccination remains the centerpiece of the way out of the crisis!

Saint-Barthélemy:
MODERNA and PFIZER vaccines are available in town:
• In pharmacies.
• In medical offices.
Please note, each pharmacy or doctor is organized as they wish, so you need to get in touch with them to find out how to access the vaccine.

A COVID-19 vaccination support system will be put in place from January 10 to 15, 2022 (at the Saint-Jean screening center), to support the city medicine which carries the vaccination since last September. The center will be open Monday to Friday from 2 p.m. to 4 p.m. and Saturday from 10 a.m. to 4 p.m. (a night project is under study).

Likewise, the recall campaign for the third injection continues, it primarily concerns people over the age of 65 or frail who have until December 15 to receive their booster dose. The third injection should be given between five and seven months after the second. People who received their second dose from July have until February to be reminded.

We invite everyone to show good citizenship and let the priority people pass.
• According to ARS data, vaccination coverage for the population over 12 years of age is 88.7% for one dose, 85.1% for the second dose and 26.1% for the third dose. For the adult population, the vaccination coverage in the first doses is 77.9%, figure SPF. It should be noted that the ARS was unable to release some of its figures for the past week.
As a reminder: vaccination prevents serious forms of the disease but does not prevent being positive and being contaminating, which is why it is essential to respect barrier gestures.
-------------------------------------------------- -----------------
1 - The incidence rate which measures the number of people positive for Covid-19 per 100,000 inhabitants over a period of one week. Two thresholds are set, a vigilance threshold of 10/100 000 inhabitants and an alert threshold of 50/100 000 inhabitants. A high incidence rate reflects the development of clusters or active viral circulation.
- The positivity rate which measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a vigilance threshold of 5% and an alert threshold of 10%.
2- Takes into account the update of SIDEP data in the previous week. Point of vigilance: the size of the population in Saint-Martin is 35,750 inhabitants; from 4 positive cases, the vigilance threshold for the incidence rate of 10/100 000 inhabitants is exceeded. The interpretation of the incidence rates must be combined with the interpretation of the positivity rate and the identification of a secondary chain of transmission or of grouped cases at risk of community spread (not controlled).

Attached below is the January 3 – January 9 update from ARS Guadeloupe. I've attached most of the update, including the St Martin information, which was available as a text file that I could run through Google Translate. I've left out some of the “boilerplate” in the middle and at the end.

2 persons are hospitalized on St Barth.

A few numbers picked out of the text:

No number was given for the number of tests last week, or the total number of tests to date.

76 new case were reported out of 442 tests done so far this week.

The incidence rate was 4911.7/100,000, up from 4370.5 in the previous week. The positive test percentage was 17.9%, up from 14.6% in the previous week.

92% of the 12+ population has received at least one vaccine shot.
Separately, Le Journal is reporting that in 3 days through Wednesday, 512 people had received a booster vaccination at the Red Cross site in St Jean.

Covid-19 / Bulletin n°154:
COVID-19 situation update on Saint-Martin and Saint-Barthélemy

Week from Monday 3 to Sunday 9 January 2022.

Epidemiological indicators for both Saint-Martin and Saint Barthélemy confirm a sharp deterioration in the situation. The 5th wave is here and it is powerful in terms of volume; the greatest vigilance remains in order!

Saint-Martin :
For the week of January 3 to 9, 2022 (week 1, data stopped on January 9), there are 2,561 new cases in the territory, against 1,120 in week 52 (ARS data). 2,275 new cases are recorded, in parallel, by SPF. Since 01/10/2022 (current week 2), 805 new cases of COVID have already been recorded out of 3,156 analyzes carried out, demonstrating that the dynamic of the past week is still as strong as ever.
The epidemiological indicators available confirm a situation never before known on Saint-Martin:
According to SI-DEP ARS data, the incidence rate is up sharply and stands at 7,164.4/100,000 inhabitants, compared to 3,088.5/100,000 in week 52. According to SI-DEP data SPF, the weekly incidence rate is also on the rise and stands at 6,364/100,000 inhabitants, compared to 2,989/100,000 in week 52.

According to SI-DEP ARS data, the weekly positivity rate is also up very sharply, with a rate of 27.8% in week 1, compared to 18.0% in week 52. According to SPF data, the positivity rate stood at 31.6%, compared to 21.6% in week 52.

Saint-Barthélemy:
For week 1 (data stopped on January 9), there were 481 new cases in the territory of Saint-Barthélemy, against 446 in week 52 (SI-DEP ARS data). 502 new cases are counted by SPF over the same period of time. The number of cumulative cases of coronavirus confirmed since the start of the health crisis thus stands at 2,927 (SI-DEP SPF data).

Since 01/10/2022 (current week 2), 76 new cases of COVID have already been recorded out of 442 analyzes carried out; proof of a significant circulation of the virus on the territory which must call for the greatest vigilance of the population.

The epidemiological indicators, as on Saint-Martin, show a very rapid and strong circulation of the Covid on the territory:

The incidence rate, according to SI-DEP ARS data, was 4,911.7/100,000 inhabitants, compared to 4,554.3/100,000 inhabitants in week 52. Hospitalized and deceased
As of January 12, 16 confirmed COVID patients are hospitalized at the LCF hospital center; 2 are hospitalized at CH de Bruyn. The hospital impact of the 5th wave is increasing. It should be noted that the staff of the two establishments are also impacted by the new variant and that fewer caregivers can thus be mobilized at the bedsides of the patients: the pressure on the hospital is therefore significant.

In week 1, we mourn the death of a COVID-positive patient at his home.

Since the start of the crisis, 60 residents of Saint-Martin and 6 residents of Saint Barthélémy have died from COVID.

[Testing:]
The test offer on Saint-Barthélemy is based on a diversity of actors: The Saint-Jean drive is accessible, without an appointment, Monday to Friday from 8 a.m. to 10:30 a.m. for PCR tests and from 8 a.m. to 1:30 p.m. for antigen tests; Saturday from 8 a.m. to 11.30 a.m. for antigens and from 8 a.m. to 9.30 a.m. for PCRs. Its PCR test capacity is 150 samples per day. Different health professionals in the territory (pharmacies, doctors, nurses, etc.) carry out antigenic tests, each having their own test schedules. The ARS would like to take advantage of this health bulletin to particularly thank all the professionals in the field (from Saint-Martin and Saint-Barthélemy) who have been able to mobilize and have responded "present", since the end of December, to propose a substantial test offer, without denying the quality of the latter. We must emphasize the commitment of these professionals (nurses, doctors, pharmacists, physiotherapists, etc.) who allow us to identify the positives as soon as possible, and who thereby render an important service to the many travellers. CONGRATULATIONS to you again and THANK YOU!

[Vaccinations:]
Saint-Barthélemy: According to SPF data, vaccination coverage of the population over 12 years of age is 92% for one dose, 88.4% for the second dose and 37.1% for the third dose. MODERNA and PFIZER vaccines are available in town, i.e.: In pharmacies. In medical offices. Each pharmacy or doctor organizes himself as he wishes; you must therefore contact them to find out how to access the vaccine. A support system for vaccination against COVID-19 has been in place since January 10 until January 15, 2022 (at the Saint-Jean screening center), to support city medicine, which has carried out vaccination since last September. The center will be open Monday to Friday from 2 p.m. to 6 p.m. and Saturday from 10:30 a.m. to 6 p.m. (a night project is under study). Faced with the health crisis, vaccination remains the centerpiece of the way out of the crisis! The proportion of people who received a reminder is 14.5%. Among those over 12 years of age, vaccination coverage was estimated at 48.7% for at least one dose, 45.4% for the complete regimen and 18% for a booster.
The vaccination offer, in Saint-Martin, is composed as follows:
• Louis Constant Fleming Hospital receives by appointment (appointment on doctolib.fr) from Monday to Friday.
• In pharmacies.
• In medical offices and via independent nurses.
The vaccines available on the territory are PFIZER and MODERNA. Attention, each health professional organizes himself as he wishes; you must therefore contact them to find out how to make an appointment and/or visit.

Saint-Barthélemy:
According to SPF data (as of 07/02/2022), vaccination coverage in the general population was 85.9% for one dose (i.e. 8,561 people who received a first injection) and 82.6% for the complete regimen (i.e. 8,224 people vaccinated two doses). The proportion of people who received a reminder was 50.1%. Among those over 12 years of age, vaccination coverage was estimated at 97.7% for at least one dose, 93.9% for the complete regimen and 57% for a booster.
MODERNA and PFIZER vaccines are available in town, i.e.:

• In medical offices and via independent nurses.
Each pharmacy or doctor organizes himself as he wishes; you must therefore contact them to find out how to access the vaccine.
In a notice published on Friday January 14, for people who cannot benefit from the messenger RNA vaccine, HAS considers that Novavax's NUVAXOVID vaccines, developed using a "classic" vaccine technology (which uses protein S associated with an adjuvant ) and the JANSSEN vaccine (viral vector), represent an effective alternative. However, the HAS maintains its recommendation to give priority to messenger RNA vaccines as a primary injection and as a booster.
The JANSSEN vaccine available in Guadeloupe is reserved for people over 55, it can now be administered according to a 2-dose schedule 2 months apart; this vaccine cannot be offered as a booster after a primary vaccination schedule with the janssen vaccine.
Novavax's NUVAXOVID vaccine is expected by the end of February. It will be offered to people under the age of 55 according to a schedule of 2 doses spaced 3 weeks apart; to date, this vaccine does not have marketing authorization for use as a booster dose.
HAS maintains its recommendation to use messenger RNA vaccines for the vaccination of pregnant women.

Curative treatments available:
The drugs available for the early treatment of certain cases of Covid-19 have been in place in the territory since this week for the latest products to arrive.
These are on the one hand the monoclonal antibodies EVUSHELD® (active against the Delta variant) and XEVUDY® (active against the Omicron variant). These antibodies, to be effective, must be administered within 5 days of the onset of symptoms. These products are prescribed and administered in a hospital setting.
It is also the antiviral Paxlovid® accessible to prescribers in town or at the hospital, available on justified request in town pharmacy or at the hospital, in the form of tablets to be swallowed.
Beyond the short time to access these 3 drugs, their indications reserve them for a few categories of patients (severely immunocompromised adults or those with a pathology at very high risk of developing a severe form of Covid-19).
These drugs do not replace a full vaccination. Faced with the health crisis, vaccination remains the centerpiece of the way out of the crisis! Indeed, vaccination prevents serious forms of the disease but does not prevent to be positive and contaminating, which is why it is essential to respect barrier gestures.

There were no medical evacuations in week 13 and no new deaths.

Since the start of the crisis, 63 Saint-Martin residents and 6 residents of Saint Barthélémy have died from COVID.

The end of the state of health emergency has resulted in the repeal of certain measures as of April 1. However, like the metropolitan territories, certain administrative measures will remain in force in order to continue to fight against a resumption of the spread and protect the most fragile:
• presentation of the health pass in health and medico-social establishments;
• the vaccination obligation, which is not linked to the state of health emergency, is still in force for healthcare personnel;
• wearing a mask remains compulsory in public transport (planes, buses and sea shuttles);
In addition, it is strongly recommended to maintain barrier gestures and to wear a mask, especially for fragile and vulnerable people. This recommendation also applies to everyone in enclosed places where there is a high concentration of people and during large gatherings, including outdoors. In case of suspicion or symptoms, it is requested to carry out a screening test and to isolate oneself: PCR and antigen tests remain free beyond March 31, for this purpose!
Finally, vaccination allows you to protect yourself and others. Coupled with barrier measures, the vaccine is the only solution to control the impact of the Covid-19 epidemic in the long term. Vaccination centers and the vaccination offer in town remain accessible to all.
