[COVID-19] Bulletin n ° 133 / COVID-19 situation update on Saint-Martin and Saint-Barthélemy - Week from Monday August 9 to Sunday August 15, 2021.
The epidemiological situation for Saint-Martin seems to be stabilizing, although it should be noted that this is at a high level given the number of cases and the number of hospitalizations.

For Saint-Barthélemy, the health situation has improved this week, but still remains to be monitored with a large number of active cases.

We must remain mobilized in the fight against COVID, especially since the situation is still tense in mainland France and in other French territories in the Caribbean.

Saint-Martin :
For the week of August 9 to 15, 2021 (week 32, data stopped on August 15), there are 251 new cases in the territory of Saint-Martin, a figure still slightly increasing this week since 236 new cases were identified in week 31. , knowing that the number of tests is still at a high level with more than 3,446 carried out over the week. 201 new positive cases were recorded at the same time by Public Health France (SPF) 1. Taking into account the consolidated data from the previous weeks, this brings to 3,094 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data).
It should be noted that since 08/16/2021 (current week 33), 79 new cases of COVID have been recorded out of 1,330 analyzes carried out, confirming a strong circulation of the virus in the territory.

Saint-Barthélemy:
For week 32 (data stopped on August 15), there are 67 new cases in the territory of Saint-Barthélemy, 73 new positive cases are also recorded by SPF in parallel. This brings the number of cumulative confirmed coronavirus cases to 1,489 (SI-DEP SPF data).
Since 08/16/2021 (current week 33), 18 new cases of COVID have already been recorded out of 595 analyzes carried out.

Hospitalized and deceased
The CH Louis-Constant Fleming and the CH de Bruyn are very strongly involved in the management of the crisis. As of August 18, 25 confirmed COVID patients are hospitalized at the LCF hospital center, 3 confirmed COVID patients are hospitalized at Bruyn hospital center.

During week 32, there was no medical evacuation of a confirmed COVID patient to the Guadeloupe hospital center.

In addition, we deplore 2 new deaths during week 32.Since the start of the health crisis 44 residents of the Northern Islands have died.

Monitoring of indicators
The ARS vigilantly monitors the indicators put in place for the monitoring of deconfinement:
-The incidence rate which measures the number of people positive for Covid-19 per 100,000 inhabitants over a period of one week. Two thresholds are set, a vigilance threshold of 10/100 000 inhabitants and an alert threshold of 50/100 000 inhabitants. A high incidence rate reflects the development of clusters or active viral circulation.
-The positivity rate which measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a vigilance threshold of 5% and an alert threshold of 10%.

In Saint-Martin,
The epidemiological indicators continue to deteriorate sharply this week again, vigilance is more than ever in order.
• According to SI - DEP ARS data, the incidence rate continues to be high this week, and is well above the alert threshold, standing at 705/100 000 this week 32 against 660, 2/100 000 in week 31. According to SI-DEP SPF data, the weekly incidence rate is also increasing very sharply, it stands at 569/100 000 inhabitants in week 32, against 538/100 000 in week 31.
• According to the SI-DEP ARS data, the weekly positivity rate is stable and is still above the vigilance threshold this week with a rate of 7.3% in week 32, against 7.2% in week 31 According to SPF data, the positivity rate is 9.69%, compared to 9.22% in week 31.
The indicators are alarming this week again. Barrier gestures must be strictly observed!
In the event of symptoms, these people are invited to be tested and to contact their attending physician.
As of August 18, no new cluster has been registered in the territory.

In Saint-Barthélemy,
Epidemiological indicators are down slightly this week:
• The incidence rate of 684 / 100,000 inhabitants is down while remaining at a high level again this week, according to data from SI-DEP ARS (vs. 908.8 / 100,000 in week 31). If we consider all the residents of Saint-Barthélemy entered in SI-DEP (SPF data), the weekly incidence rate is 733/100 000 inhabitants (vs 903/100 000 in week 31).

• The positivity rate is down again this week, to 3.9%, and is below the vigilance threshold according to the SI-DEP ARS data (vs 5% in week 31). If we consider the SI-DEP SPF data, the positivity rate is also down, to 5.4% against 5.4% in week 31.

As of August 18, a new cluster has been registered in the territory and is under investigation.
Recommendations

The tests
In Saint-Martin:
2,212 additional tests were carried out in week 32 (PCR and antigens), for a total of 52,859 tests recorded2. 3,472 additional tests were performed in week 31 (PCR and antigens) according to SI-DEP ARS data.

Current points:
• The drive installed in Marigot (behind the Mac Donald) is open from Monday to Friday, from 7 am to 12 noon, it primarily tests contact cases as well as people needing hospitalization. The health situation in Guadeloupe forces the Institut Pasteur to reduce its capacity for taking PCR tests for Saint-Martin to 90 per day. Travelers are therefore advised to prioritize antigenic testing; in addition, it is to take into account the deadline for reporting results which is at least 36 hours. Due to the end of free PCR tests for foreigners (decree of July 6), the Marigot drive can no longer accept people without a Carte Vitale, the latter are thus called upon to get closer to BPA.
• The BPA laboratory performs PCR tests by appointment at its Hope Estate drive, it tests as a priority contact cases and people requiring hospitalization. On Saturdays, the Bio Pôle Antilles (BPA) laboratory is accessible for PCR samples (around 60), by appointment only.
• People wishing to access an antigen test are invited to contact pharmacies in the territory by offering (Sun, Soualiga, Concordia, Bellevue, Caribbean) each with their own test schedules. As a reminder, antigenic tests are particularly interesting for people called upon to travel, both internationally and on regional flights (results in less than 20 minutes for a result valid for 48 hours).
• The tension on the PCR reagents started to rise again. The laboratories (BPA and IPG) on which the Northern Islands rely for their tests have a certain level of stock at their disposal, but want to anticipate any rupture by calling on people who need to be tested to prefer antigenic tests (accessible in pharmacy, via doctors or nurses, etc.).

In Saint-Barthélemy:
1,398 additional tests were carried out (PCR and antigens) in week 32, for a total of 43,210 tests recorded. 1,748 additional tests (PCR and antigens) were performed according to the SI-DEP ARS data.

Current points:
• The Saint Jean drive remains accessible, without appointment, from Monday to Friday from 8 a.m. to 11 a.m. for PCR tests and from 11 a.m. to 3 p.m. for antigenic tests, Saturday from 8 a.m. to 12 p.m. for antigens and from 8 a.m. to 10 a.m. for PCRs. Its PCR testing capacity is 150 samples per day. As well as the pharmacies on the island (Gustavia, the airport and Island pharmacy) each with their own test schedules.

Vaccination

Saint-Martin :
Vaccination continues in Saint-Martin and concerns people of all ages.
The vaccination center of the Louis Constant Fleming hospital receives by appointment, people wishing to be vaccinated are invited to make their appointment online via the santé.fr site or directly on https: //www.doctolib .fr, they can also call the RIPOSTE cell. The vaccine used is Pfizer BioNtech (messenger RNA)
Vaccination, via the Astra Zeneca vaccine, continues for patients over 55, it is carried out in town by attending physicians and pharmacists.
The MODERNA messenger RNA vaccine is available in town, both in pharmacies and in doctors. The performance of this vaccine is equivalent to that of PFIZER both in terms of efficacy (90% to 95%) and safety. The injections can therefore now be done in an authorized pharmacy or in a doctor's office (be careful, each pharmacy or doctor is organized as he wishes, so you need to get in touch with them to find out how to access the vaccine. ). As of August 17 (inclusive), 11,215 people received their first injection and 8,576 people received their second injection (vaccination started on January 13). 32.92% of the population of Saint-Martin has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 41.86%. For information, the acquisition of immunity during the vaccination schedule consisting of 2 injections 3 to 12 weeks apart depending on the vaccine is done gradually. It does not start to be effective until two weeks after the first injection. Protection continues to increase over the weeks. Finally, one to two weeks after the second dose, vaccine efficacy is achieved. It is therefore essential not to relax our vigilance, in particular by respecting barrier gestures throughout the duration of the vaccination schedule. It is still just as necessary to speed up vaccination in order to protect the most vulnerable but also to create collective immunity on the island.

Saint-Barth:
Vaccination is available at the CMS on Thursday and Friday mornings, by appointment and Saturday mornings at Bruyn hospital also by appointment, via the Maiia website https://www.maiia.com. They still offer the PFIZER vaccine. Pharmacies are now involved in vaccination, everyone is called to approach them to make an appointment. As of August 17 (inclusive), 5,987 people have received their first injection and 4,821 people have received their second injection. The Astra Zeneca vaccine is also available for people over 55, in town, on Saint-Barthélemy. The MODERNA, messenger RNA vaccine has arrived in town. It was delivered to pharmacies and doctors. The performance of this vaccine is equivalent to that of PFIZER both in terms of efficacy (90% to 95%) and safety. Injections can now be done in an authorized pharmacy and at the doctor's office. 59.14% of the population of Saint-Barthélemy has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 71.36%. As a reminder: vaccination prevents serious forms of the disease but does not prevent being positive and being contaminating, which is why it is essential to respect barrier gestures.

[Health] Bulletin n ° 134 - COVID-19 situation update on Saint-Martin and Saint-Barthélemy.

Week from Monday August 16 to Sunday August 22, 2021.

The epidemiological situation, for Saint-Martin confirms a stabilization of the situation at a high level; the number of new cases as well as the number of hospitalizations remain high.

For Saint-Barthélemy, the health situation continues to improve.
We must therefore remain mobilized in the fight against COVID, especially since the situation is still tense in mainland France and in other French territories in the Caribbean.

Saint-Martin :
For the week of August 16 to 22, 2021 (week 33, data stopped on August 22), there are 220 new cases in the territory of Saint-Martin, a figure slightly down this week since 254 new cases were identified in week 32, knowing that the number of tests is still at a high level with more than 3,652 carried out during the week. 200 new positive cases were recorded at the same time by Public Health France (SPF) 1. Taking into account the consolidated data from the previous weeks, this brings to 3,273 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data).
It should be noted that since 08/23/2021 (current week 34), 77 new cases of COVID have been recorded out of 1,031 analyzes carried out, confirming a still strong circulation of the virus in the territory.

In addition, we deplore 1 new death during week 33, as well as one death since the beginning of this week. (34) Since the start of the health crisis, 47 residents of the Northern Islands have died.

In Saint-Martin,
The epidemiological indicators show a slight improvement in week 33 but are in a negative dynamic in week 34.

• According to SI-DEP ARS data, the incidence rate continues to be high this week, and is well above the alert threshold, standing at 615.5 / 100,000 this week 33 against 710.6 / 100,000 in week 32. As of September 1, no new cluster has been registered in the territory.

Recommendations
Reminder of barrier gestures: physical distancing of 2 meters, isolation for 10 days, wearing of surgical or general public masks in fabric manufactured according to the AFNOR SPEC S76-001 category 1 standard.

The end of the isolation must be accompanied by the rigorous wearing of a surgical mask or general public filtration greater than 90% and strict compliance with barrier measures and physical distancing during the 7 days following the lifting of isolation, in avoiding people at risk of severe form of Covid-19 and promoting, as far as possible, teleworking. Contact cases must be tested immediately, respect a 7-day isolation after which they repeat a PCR test, the isolation is only lifted upon receipt of the negative result.

In the event of symptoms, these people are invited to be tested and to contact their attending physician.

The tests
In Saint-Martin:
2,185 additional tests were carried out in week 34 (PCR and antigens), for a total of 56,844 tests recorded2. 2,800 additional tests were performed that same week (PCR and antigens) according to SI-DEP ARS data.
Current points:
• The drive installed in Marigot (behind the Mac Donald) is open from Monday to Friday, from 7 am to 12 noon, it primarily tests contact cases as well as people needing hospitalization. Its capacity to take PCR tests has increased to 100 per day. Travelers are always advised to prioritize antigen testing; in addition, it is to take into account the deadline for reporting results which is at least 36 hours. Due to the end of free PCR tests for foreigners (decree of July 6), the Marigot drive can no longer accept people without a Carte Vitale, the latter are thus called upon to get closer to BPA.

In Saint-Barthélemy:
1,394 additional tests were carried out (PCR and antigens) in week 34, for a total of 45,829 tests recorded. 1,423 additional tests (PCR and antigens) were performed according to SI-DEP ARS data.

Vaccination
Saint-Martin :
Vaccination continues in Saint-Martin and concerns people of all ages (from 12 years old).
The vaccination center at Louis Constant Fleming Hospital receives, with or without an appointment, people wishing to be vaccinated. People wishing to make an appointment are invited to go to the santé.fr site or directly to https://www.doctolib.fr, they can also call the RIPOSTE unit. The vaccine used is Pfizer BioNtech (messenger RNA)

The MODERNA messenger RNA vaccine is available in town, both in pharmacies and in doctors. The performance of this vaccine is equivalent to that of PFIZER both in terms of efficacy (90% to 95%) and safety. Injections can therefore now be done in an authorized pharmacy or in a doctor's office (be careful, each pharmacy or doctor is organized as he wishes, so you need to get closer to them to find out how to access the vaccine).

As of August 31 (inclusive), 11,620 people received their first injection and 9,130 people received their second injection (vaccination started on January 13).

34.11% of the population of Saint-Martin has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 43.37%.

It is therefore essential not to relax our vigilance, in particular by respecting barrier gestures during any the duration of the vaccination schedule.

Faced with the epidemic outbreak, vaccination is the centerpiece of the crisis!

Saint-Barthélemy:
Vaccination is available at the CMS on Thursday and Friday mornings, by appointment and Saturday mornings at Bruyn hospital also by appointment, via the Maiia website https://www.maiia.com. They still offer the PFIZER vaccine. The Gustavia pharmacy is now engaged in vaccination, everyone is called to approach it to make an appointment.

As of August 31 (inclusive), 6,306 people have received their first injection and 5,150 people have received their second injection. Thus, 62.29% of the population of Saint-Barthélemy has received at least one dose of vaccine since the launch of the campaign last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 75.16%.

Vaccination
Saint-Martin :
Vaccination continues in Saint-Martin and concerns people of all ages (from 12 years old).
The vaccination center at Louis Constant Fleming Hospital receives, with or without an appointment, people wishing to be vaccinated. People wishing to make an appointment are invited to go to the site www.sante.fr or directly to https://www.doctolib.fr, they can also call the RIPOSTE unit. 40.21% of the population (over 12 years old) of Saint-Martin has received at least one dose of vaccine since the campaign was launched last January. For those over 18, the vaccination coverage rate is 45.47%
For information, the acquisition of immunity during the vaccination schedule consisting of 2 injections 3 to 12 weeks apart depending on the vaccine is done gradually.
Faced with the health crisis, vaccination is the centerpiece of the way out of the crisis!
