Bulletin n ° 127 - "Coronavirus" information
COVID-19 situation update - Saint-Martin and Saint-Barthélemy

Week from Monday June 28 to July 4, 2021

Saint-Martin :
For the week of June 28 to July 4, 2021 (week 26, data stopped on July 4), there are 51 new cases in the territory of Saint-Martin, a figure up this week (vs 39 new cases in week 25) even if It should be noted that the number of tests is also higher with 2,833 tests carried out in week 26 against 2,167 in week 25. A total of 52 positives are counted over this same week by Public Health France (SPF) *. Taking into account the consolidated data from the previous weeks, this brings to 2,373 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data).

It should be noted that since 7/5/2021 (current week 27), 15 new cases of COVID have been recorded out of 949 analyzes carried out.

Saint-Barthélemy:
For the week of June 28 to July 4, 2021 (week 26, data stopped on July 4), there are 4 new cases in the territory of Saint-Barthélemy * 5 new positive cases are recorded by Public Health France (SPF) *. This brings the number of cumulative confirmed coronavirus cases to 961 (SI-DEP SPF data).

Since 07/05/2021 (current week 27), 1 new case of COVID has been recorded out of 262 analyzes carried out.

Hospitalized and deceased
The CH Louis-Constant Fleming and the CH de Bruyn remain very committed to the management of the crisis. As of July 6, 4 confirmed Covid patients are hospitalized at the LCF hospital center.

During week 26, we deplore the death of a patient, confirmed COVID, hospitalized at the Louis Constant Fleming hospital, as well as the death of a confirmed COVID patient at his home.

This brings the number of Saint-Martinois who have died since the start of the crisis to 38 residents.

SPF source which includes in its figures people with a main residence in Saint-Martin and tested both in France and on the island.

Monitoring of indicators
The ARS vigilantly monitors the indicators put in place for the monitoring of deconfinement:
-The incidence rate which measures the number of people positive for Covid-19 per 100,000 inhabitants over a period of one week. Two thresholds are set, a vigilance threshold of 10/100 000 inhabitants and an alert threshold of 50/100 000 inhabitants. A high incidence rate reflects the development of clusters or active viral circulation.
-The positivity rate which measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a vigilance threshold of 5% and an alert threshold of 10%.

In Saint-Martin,
Epidemiological indicators are stable this week, but vigilance is still required to avoid a further deterioration of the health situation. Indeed, the situation remains fragile and can change very quickly.
According to SI-DEP ARS data, the incidence rate, on the rise this week, is still above the alert threshold, standing at 142.7 / 100,000 this week 26 against 109.1 / 100,000 in week 25.
According to SI-DEP Santé Publique France data, the weekly incidence rate is also on the rise.
It stands at 147/100 000 inhabitants in week 26, against 125/100 000 in week 25.
According to the SI-DEP ARS data, the weekly positivity rate is stable, below the vigilance threshold * this week again, with a rate of 1.8% in week 26 (vs 1.8% in week 25).
According to public health data in France, the positivity rate is decreasing, this week, it falls below the vigilance threshold * with a rate of 3.65%, against 3.35% week 25.
The indicators, although stabilized, remain worrying this week again. The situation requires our full vigilance for the 2 deaths that we still deplore during week 26. We must therefore continue the efforts made daily while respecting the barrier gestures!
It is equally important to understand the value of getting vaccinated in order to prevent the spread of the disease in its most severe forms. Fragile people, of all ages, often carriers of chronic diseases, must take particular care to protect themselves through barrier gestures but also by limiting physical contact (hugs, hugs, etc.). In the event of symptoms, these people are invited to contact their doctor at the first signs. Don't wait until you have serious signs!

As of July 6, there are no new clusters registered in the territory.

In Saint-Barthélemy,
• The incidence rate is up this week to 51.1 / 100,000 inhabitants, according to data from SI-DEP ARS (vs. 30.6 / 100,000 in week 25). If we consider all the residents of Saint-Barthélemy entered in SI-DEP (Public Health France data), the weekly incidence rate of 50.2 /100,000 inhabitants is also up from week 25.
• The positivity rate is stable this week at 0.6%, it remains below the vigilance threshold according to the SI-DEP ARS data (vs. 0.6% in week 25). If we consider the SI-DEP Public Health France data, the positivity rate is also up slightly, to 0.65% against 0.53% in week 25.

No new cluster has been registered since early April.

The tests
In Saint-Martin: 1,424 additional tests were carried out in week 26 (PCR and antigens), for a total of 42,287 tests recorded1 SPF data. 2,832 additional tests were performed in week 26 (PCR and antigens) according to SI-DEP ARS data.
Current point:
• As travel conditions have changed since June 9, for inter-island trips or to mainland France, anyone who does not have the complete vaccination schedule must be provided with a negative antigen test of less than 48 hours or else d '' a negative PCR test of less than 72 hours at the time of embarkation.
• The drive installed in Marigot (behind the Mac Donald) is open Monday to Friday, 7 am to 12 pm, it tests both contact cases and travelers. Its capacity for collecting PCR tests for Saint-Martin is 150 per day from Monday to Thursday and 94 tests on Friday. It is to be taken into account, for the travelers, the delay of rendering the results which is at least 36 hours; the tests being analyzed by the Pasteur Institute in Guadeloupe.
• The BPA Laboratory performs PCR tests by appointment at its Hope Estate drive, it tests in priority contact cases and people needing hospitalization. On Saturdays, the Bio Pôle Antilles (BPA) laboratory is accessible for PCR samples (around 60), by appointment only.
• People wishing to have access to an antigen test are invited to contact pharmacies in the territory (Sun, Soualiga, Concordia, Bellevue, Caribbean) which each have their own test schedules.
• From now on, antigen and PCR tests will be chargeable for foreign nationals who do not hold a European health insurance card.

In Saint-Barthélemy:
779 additional tests were carried out (PCR and antigens) in week 26, for a total of 33,915 tests recorded2 SPF data. 686 additional tests (PCR and antigens) according to SI-DEP ARS data.

Current point:
The drive installed in Saint Jean will always be accessible without an appointment, knowing that its hours remain unchanged: Monday to Friday from 8 a.m. to 11 a.m. for PCR tests and from 11 a.m. to 3 p.m. for antigen tests, Saturday from 8 a.m. to 12 p.m. for antigens and from 8 a.m. to 10 a.m. for PCRs. Its PCR testing capacity is 150 samples per day. From now on, antigen and PCR tests will be chargeable for foreign nationals who do not have a European health insurance card. [Note: I don’t trust these test times. I don’t think that ARS has adjusted the times to match the latest times published by the Collectivité and the Red Cross. See https://www.sbhonline.com/forums/showthread.php/101709-COVID ]

Vaccination
Since June 15, vaccination is open to minors from 12 to 18 years old. At this time, only the Pfizer BioNTech messenger RNA vaccine has market authorization for ages 12 and over. For the vaccination of minors, the authorization of both parents is required. In the event of the absence of one of the two parents, the parent present completes the certificate and undertakes to have received pralso the consent of the absent parent and co-holder of parental authority.

Likewise, a parental certificate must be collected and then kept systematically. It is available on the website of the Ministry of Solidarity and Health.

Finally, in accordance with the recommendations of the National Consultative Ethics Committee of June 8, 2021, minors aged 12 and over receive, during the preparatory interview for vaccination, clear information adapted to their age on Covid-19 and on vaccines. This collection of consent does not require a form or written commitment: it must be taken orally by the healthcare professional during the preparatory interview for the vaccination.

Saint-Martin :
Vaccination continues in Saint-Martin and concerns people of all ages, with the opening on May 4 of a vaccinodrome in Galisbay (in front of the car park, on the carnival site). It is carried by the Red Cross and uses the Pfizer bioNtech vaccine. For people over the age of 18, it is sufficient to have proof of residence in Saint-Martin (electricity, water, telephone bill, etc.) or a Vitale card to present themselves, when they wish (not appointment), to benefit from a vaccination (the operation takes about twenty minutes, between administrative procedures, injection and monitoring). For minors from 12 years old, it is sufficient to follow the above recommendations, the vaccination also being done without appointment on the Galisbay site.

The vaccinodrome is open from 8 a.m. to 4 p.m., Monday to Saturday inclusive.
The vaccination center located at the Louis Constant Fleming Hospital continues to operate alongside the vaccinodrome under the same procedures: online appointment booking (santé.fr) or call to the RIPOSTE unit.

Vaccination, via the Astra Zeneca vaccine, continues for patients over 55, it is carried out in town by attending physicians and pharmacists.

The MODERNA messenger RNA vaccine is available in town, both in pharmacies and in doctors. The performance of this vaccine is equivalent to that of PFIZER both in terms of efficacy (90% to 95%) and safety. Injections can therefore now be done in an authorized pharmacy or in a doctor's office (be careful, each pharmacy or doctor is organized as he wishes, so you need to get closer to them to find out how to access the vaccine).

As of July 6, 8,528 people received their first injection and 5,422 people received their second injection (vaccination started January 13).

25.03% of the population of Saint-Martin has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 32%.

For information, the acquisition of immunity during the vaccination schedule consisting of 2 injections 3 to 12 weeks apart depending on the vaccine is done gradually. It does not start to be effective until two weeks after the first injection. Protection continues to increase over the weeks.
Finally, one to two weeks after the second dose, vaccine efficacy is achieved. It is therefore essential not to relax our vigilance, in particular by respecting barrier gestures throughout the duration of the vaccination schedule.

It is still just as necessary to speed up vaccination in order to protect the most vulnerable but also to create collective immunity on the island.

Saint-Barth:
The vaccination for the month of July resumes at the CMS on Thursday and Friday mornings by appointment and continues at Bruyn hospital on Saturday mornings by appointment, via the Maiia website https://www.maiia.com. They still offer the PFIZER vaccine.

As of July 6, 5,250 people have received their first injection and 4,342 people have received their second injection. In addition, the recall day of July 3 was a resounding success with 208 recalls carried out.

The Astra Zeneca vaccine is also available for people over 55, in town, on Saint-Barthélemy.
The MODERNA, messenger RNA vaccine has arrived in town. It was delivered to pharmacies and doctors. The performance of this vaccine is equivalent to that of PFIZER both in terms of efficacy (90% to 95%) and safety. Injections can now be done in an authorized pharmacy and at the doctor's office.

51.86% of the population of Saint-Barthélemy has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 62.57%.

[Covid 19 - Health bulletin from July 5 to 11]

Saint-Martin :
For the week of July 5 to 11, 2021 (week 27, data stopped on July 11), there are 50 new cases in the territory of Saint-Martin, a stable figure this week since 52 new cases were identified in week 26, knowing that the number of tests remained at a high level with 2824 tests carried out during the week. 48 new positive cases were recorded at the same time by Public Health France (SPF) 1. Taking into account the consolidated data from the previous weeks, this brings to 2,433 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data).

It should be noted that since 07/12/2021 (current week 28), 11 new cases of COVID have been recorded out of 489 analyzes carried out.

2 positive people were identified with the DELTA variant; these situations are particularly monitored by the CGSS and RIPOSTE.

Saint-Barthélemy:
For week 27 (data stopped on July 11), there is 1 new case in the territory of Saint-Barthélemy, 5 new positive cases are recorded by SPF. This brings the number of cumulative confirmed coronavirus cases to 967 (SI-DEP SPF data).

As of 07/12/2021 (current week 28), no new cases of COVID have been recorded out of 123 analyzes carried out.

Hospitalized and deceased

As of July 13, 9 confirmed COVID patients are hospitalized at the LCF hospital, which represents a mobilization of more than 50% of the capacities of the COVID service. No EVASAN was carried out in the past week.

Over week 27, there were no new deaths.

According to SI-DEP ARS data, the incidence rate, down slightly this week, is still above the alert threshold, standing at 139.9 / 100,000 this week 27 against 145.5 / 100,000 in week 26 .

According to SI-DEP SPF data, the weekly incidence rate is also down slightly; it stands at 135.85 / 100,000 inhabitants in week 27, compared to 147.17 / 100,000 in week 26.
According to SI-DEP ARS data, the weekly positivity rate is stable, below the vigilance threshold again this week, with a rate of 1.8% in week 27 (vs 1.8% in week 26).

According to SPF data, the positivity rate is down this week with a rate of 3.09%, compared to 3.65% in week 26.

The indicators, although stabilized, remain worrying this week again. The situation demands our full vigilance. We must therefore continue the efforts made daily while respecting barrier gestures!
Equally important is understanding the value of getting vaccinated in order to prevent the spread of the disease in its most severe forms.

As of July 13, a cluster is registered in the territory.

In Saint-Barthélemy,
• The incidence rate is down this week to 10.2 / 100,000 inhabitants, according to data from SI-DEP ARS (vs. 51.1 / 100,000 in week 26). If we consider all the residents of Saint-Barthélemy entered in SI-DEP (SPF data), the weekly incidence rate, of 50.2 / 100,000 inhabitants, is stable compared to week 26.
• The positivity rate is down this week, to 0.1%, it remains below the vigilance threshold according to the SI-DEP ARS data (vs. 0.7% in week 26). If we consider the SI-DEP SPF data, the positivity rate is also low, at 0.62% compared to 0.77% in week 26.

No new cluster has been registered since early April.

The tests
In Saint-Martin:
1,555 additional tests were carried out in week 27 (PCR and antigens), for a total of 43,501 tests recorded2. 2,824 additional tests were performed in week 27 (PCR and antigens) according to SI-DEP ARS data.

Current points:
It is to be taken into account, for the travelers, the delay of return of the results which is at least 36 hours; the tests being analyzed by the Pasteur Institute in Guadeloupe. Due to the end of free PCR tests for foreigners (decree of July 6), the Marigot drive can no longer accept people without a Carte Vitale; the latter are thus called upon to become closer to BPA.
• The BPA laboratory performs PCR tests by appointment at its Hope Estate drive, it tests as a priority contact cases and people requiring hospitalization. On Saturdays, the Bio Pôle Antilles (BPA) laboratory is accessible for PCR samples (around 60), by appointment only.
• People wishing to access an antigen test are invited to contact pharmacies in the territory by offering (Sun, Soualiga, Concordia, Bellevue, Caribbean) each with their own test schedules.

Vaccination
News
In his speech on July 12, the President of the Republic announced the vaccination obligation for health professionals.
This concerns nursing and non-nursing professionals in hospitals, clinics, retirement homes, establishments for people with disabilities, professionals or volunteers who work in contact with the elderly or frail, including at home:
• all health professionals, including administrative (health establishments, EHPAD, EMS handicap, structures attached to health establishments
• home helpers accompanying the frail elderly (beneficiaries of the APA) and disabled (beneficiaries of the PCH, whether they intervene as employees of home services, or directly employed by a private employer,
• medical transporters
• liberal health professionals
• occupational health services
• firefighters (professionalsand volunteers)
Between the enactment of the law and September 15, these professionals will be subject to regular testing obligations.
For people vaccinated from January-February, from the start of the school year, a booster campaign will be set up in order to benefit from a new injection using the same system and under the same conditions as the first one (s).

Saint-Martin :
Vaccination continues in Saint-Martin and concerns people of all ages, with the opening on May 4 of a vaccinodrome in Galisbay (in front of the car park, on the carnival site).

Indeed, thesituation remains fragile and can change very quickly. According toSI-DEP ARS data, the incidence rate, down slightly this week, isstill above the alert threshold, standing at 142.7 / 100,000 thisweek 28 against 148.3 / 100,000 in week 27 .
According to SI-DEPSPF data, the weekly incidence rate is also down slightly; it standsat 133.02 / 100,000 inhabitants in week 28, compared to 144.34 /100,000 in week 27.
According to SI-DEP ARS data, the weeklypositivity rate is up slightly, below the vigilance threshold againthis week, with a rate of 2% in week 28 (vs 1.8% in week27).
According to SPF data, the positivity rate is also slightlyhigher, with a rate of 3.35%, compared to 3.27% week 27.

The indicators, althoughstabilized, remain worrying this week again. The situation demandsour full vigilance. We must therefore continue the efforts made dailywhile respecting barrier gestures!
Equally important isunderstanding the value of getting vaccinated in order to prevent thespread of the disease in its most severe forms. Fragile people, ofall ages, often carriers of chronic diseases, must take particularcare to protect themselves through barrier gestures but also bylimiting physical contact (hugs, hugs, etc.). In the event ofsymptoms, these people are invited to contact their doctor at thefirst signs. Don't wait until you have serious signs!

As of July 13, a cluster isregistered in the territory.

In Saint-Barthélemy,
•The incidence rate is up this week to 51.1 / 100,000 inhabitants, according to data from SI-DEP ARS (vs. 10.2 / 100,000 in week 27). Ifwe consider all the residents of Saint-Barthélemy entered in SI-DEP(SPF data), the weekly incidence rate, of 80.31 / 100,000inhabitants, is increasing compared to week 27 (50.2 / 100 000).

• The positivity rate is upthis week to 0.6%, it remains below the vigilance threshold accordingto the SI-DEP ARS data (vs. 0.1% in week 27). If we consider theSI-DEP SPF data, the positivity rate is also increasing, to 0.88%compared to 0.62% in week 27.

No new cluster has been registeredsince early April.

The tests
In Saint-Martin:1,405 additional tests were carried out in week 28 (PCR andantigens), for a total of 44,882 tests recorded2. 2,615 additionaltests were performed in week 28 (PCR and antigens) according toSI-DEP ARS data

Current points:
• Thedrive installed in Marigot (behind the Mac Donald) is open Monday toFriday, 7 am to 12 pm, it tests both contact cases and travelers. Itscapacity for collecting PCR tests for Saint-Martin is 150 per dayfrom Monday to Thursday and 94 tests on Friday. It is to be takeninto account, for the travelers, the delay of rendering the resultswhich is at least 36 hours; the tests being analyzed by the PasteurInstitute in Guadeloupe. Due to the end of free PCR tests forforeigners (decree of July 6), the Marigot drive can no longer acceptpeople without a Carte Vitale; the latter are thus called upon tobecome closer to BPA.
• The BPA laboratory performs PCRtests by appointment at its Hope Estate drive, it tests as a prioritycontact cases and people requiring hospitalization. On Saturdays, theBio Pôle Antilles (BPA) laboratory is accessible for PCR samples(around 60), by appointment only.
• People wishing to accessan antigen test are invited to contact pharmacies in the territory byoffering (Sun, Soualiga, Concordia, Bellevue, Caribbean) each withtheir own test schedules.

Vaccination
News
In his speech onJuly 12, the President of the Republic announced the vaccinationobligation for health professionals.
This concerns nursing andnon-nursing professionals in hospitals, clinics, retirement homes, establishments for people with disabilities, professionals orvolunteers who work in contact with the elderly or frail, includingat home:
• all health professionals, includingadministrative (health establishments, EHPAD, EMS handicap, structures attached to health establishments
• home helpersaccompanying the frail elderly (beneficiaries of the APA) anddisabled (beneficiaries of the PCH, whether they intervene asemployees of home services, or directly employed by a privateemployer,
• medical transporters
• liberal healthprofessionals
• occupational health services
• thefirefighters ((professionals and volunteers)
Between the enactmentof the law and September 15, these professionals will be subject toregular testing obligations.
For people vaccinated fromJanuary-February, from the start of the school year, a boostercampaign will be set up in order to be able to benefit from a newinjection using the same system and under the same conditions as thefirst (s).

Saint-Martin :
Vaccinationcontinues in Saint-Martin and concerns people of all ages, with theopening since May 4 of a vaccinodrome in Galisbay (in front of thecar park, on the carnival site). It is carried by the Red Cross anduses the Pfizer bioNtech vaccine. For people over the age of 18, itis sufficient to have proof of residence in Saint-Martin(electricity, water, telephone bill, etc.) or a Vitale card topresent themselves, when they wish (not appointment), to benefit froma vaccination (the operation takes about twenty minutes, betweenadministrative procedures, injection and monitoring). For minors from12 years old, it is sufficient to follow the above recommendations, the vaccination also being done without appointment on the Galisbaysite.

The vaccinodrome is open from 8a.m. to 4 p.m., Monday to Saturday inclusive.
The vaccinationcenter located at the Louis Constant Fleming hospital continues tooperate alongside the vaccinodrome under the same procedures: onlineappointment booking (santé.fr) or call to the RIPOSTE unit.

Vaccination, via the Astra Zenecavaccine, continues for patients over 55, it is carried out in town byattending physicians and pharmacists.

The MODERNA messenger RNA vaccine isavailable in town, both in pharmacies and in doctors. The performanceof this vaccine is equivalent to that of PFIZER both in terms ofefficacy (90% to 95%) and safety. Injections can therefore now bedone in an authorized pharmacy or in a doctor's office (be careful, each pharmacy or doctor is organized as he wishes, so you need to getcloser to them to find out how to access the vaccine).

As of July 19 (inclusive), 9,417people received their first injection and 6,622 people received theirsecond injection (vaccination started January 13).

27.64% of the population ofSaint-Martin has received at least one dose of vaccine since thecampaign was launched last January. It should be noted that accordingto the old calculation criteria (population aged over 18), thevaccination coverage rate is 35.03%.

For information, the acquisition ofimmunity during the vaccination schedule consisting of 2 injections 3to 12 weeks apart depending on the vaccine is done gradually. It doesnot start to be effective until two weeks after the first injection.Protection continues to increase over the weeks.
Finally, one totwo weeks after the second dose, vaccine efficacy is achieved. It istherefore essential not to relax our vigilance, in particular byrespecting barrier gestures throughout the duration of thevaccination schedule.

It is still just as necessary tospeed up vaccination in order to protect the most vulnerable but alsoto create collective immunity on the island.

Saint-Barthélemy:
Vaccinationis available at the CMS on Thursday and Friday mornings, byappointment and Saturday mornings at Bruyn hospital also byappointment, via the Maiia website https://www.maiia.com.
Theystill offer the PFIZER vaccine.

As of July 19, 5,440 people havereceived their first injection and 4,518 people have received theirsecond injection.

The Astra Zeneca vaccine is alsoavailable for people over 55, in town, on Saint-Barthélemy.
TheMODERNA, messenger RNA vaccine has arrived in town. It was deliveredto pharmacies and doctors. The performance of this vaccine isequivalent to that of PFIZER both in terms of efficacy (90% to 95%)and safety. Injections can now be done in an authorized pharmacy andat the doctor's office.

53.73% of the population ofSaint-Barthélemy has received at least one dose of vaccine since thecampaign was launched last January. It should be noted that accordingto the old calculation criteria (population aged over 18), thevaccination coverage rate is 64.77%.

Attached below is the July 12 – July 18 update from ARS Guadeloupe. I've attached most of the update, including the St Martin information, which was available as a text file that I could run through Google Translate. I've left out some of the “boilerplate” in the middle and at the end.

12 new cases have been reported this week, out of 203 tests, which will be included in the next bulletin.

5440 first vaccine injections have been administered, and 4518 second vaccine injections have been administered as of July 19.

64.77%of the 18+ population has received at least one vaccine shot, and 53.73% of the 12+ population has received at least one vaccine shot.

BULLETIN N °129
COVID-19 SITUATION POINT ON SAINT-MARTIN AND SAINT-BARTHÉLEMY
Covid -19 / Health bulletin from July 12 to 18,2021

A decline that is marking time, in favor of stabilizing the situation for 3 weeks. This high plateau must call for the greatest caution, given the tense situation in mainland France and in the other French territories of the Caribbean.

Saint-Martin:
For the week of July 12 to 18, 2021 (week 28, data stopped on July 18), there are 51 new cases in the territory of Saint-Martin, a stable figure this week again since 53 new cases were identified in week 27, knowing that the number of tests remained at a high level with 2,615 tests carried out during the week. At the same time, 47 new positive cases were recorded by Public Health France (SPF) 1.Taking into account the consolidated data from previous weeks, this brings to 2,481 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data) since March 2020.
It should be noted that since July 19, 2021 (current week 29), 12 new cases of COVID have been recorded out of 457 analyzes carried out.

Saint-Barthélemy:
For week 28 (data stopped on July 18), there are 5 new cases in the territory of Saint-Barthélemy, 8 new positive cases are recorded by SPF in parallel. This brings to 989 the number of cumulative confirmed coronavirus cases (SI-DEP SPF data) since March 2020.
Since July 19, 2021 (current week 29), 12 new cases of COVID have been recorded out of 203 analyzes carried out, seeming to show a sharp increase in the circulation of the virus in this territory.

Hospitalized and deceased
The CH Louis-Constant Fleming and the CH de Bruyn remain very committed to the management of the crisis. As of July 19,6 confirmed COVID patients are hospitalized at the LCF hospital(knowing that they were still 9 on July 18). 2 EVASAN were carried out last week and one was done on the 19th.
Over week 28, there were no new deaths.

Monitoring of indicators
The ARS vigilantly monitors the indicators set up for the monitoring of deconfinement:

According to SI-DEP ARS data, the incidence rate, down slightly this week, is still above the alert threshold, standing at 142.7 / 100,000 this week 28 against 148.3 / 100,000 in week 27 .
According to SI-DEP SPF data, the weekly incidence rate is also down slightly; it stands at 133.02 / 100,000 inhabitants in week 28, compared to 144.34 / 100,000 in week 27.
According to SI-DEP ARS data, the weekly positivity rate is up slightly, below the vigilance threshold again this week, with a rate of 2% in week 28 (vs 1.8% in week 27).
According to SPF data, the positivity rate is also slightly higher, with a rate of 3.35%, compared to 3.27% week 27.

The indicators, although stabilized, remain worrying this week again. The situation demands our full vigilance. We must therefore continue the efforts made daily while respecting barrier gestures!

• The positivity rate is up this week to 0.6%, it remains below the vigilance threshold according to the SI-DEP ARS data (vs. 0.1% in week 27). If we consider the SI-DEP SPF data, the positivity rate is also increasing, to 0.88% compared to 0.62% in week 27.

No new cluster has been registered since early April.

Numbers are up as is much of the rest of the world. Australia and New Zealand have shut down a good portion of travel. It was a matter of time for Delta to take the ‘center stage!’

ARS Guadeloupe has reported an increase in COVID cases, with the expectation of 100 new cases by Sunday.

Below is a Press Release from the Préfet, as translated by Google. Nightclubs are closed as of today, as use of the dance floors in drinking establishments.

[COVID-19 / Press release]
Establishment of the state of health emergency in Saint-Barthélemy and Saint-Martin

The Senate decided to adopt a state of health emergency in Saint-Barthélemy and Saint-Martin until September 30, 2021. This context allows the Prefect to have more flexibility in the application of national measures at the local level, making it possible to alleviate or worsen depending on the health situation.

A state of health emergency is occurring on our islands in order to protect our health system. The Louis Constant Fleming Hospital remains strongly mobilized and now welcomes 11 patients in the dedicated covid department. The health situation in Saint-Martin is stable, but serious forms requiring hospitalization remain high. None of the people hospitalized is vaccinated.

In Saint-Barthélemy, the situation deteriorated sharply last week, following the emergence of clusters among seasonal workers from mainland France who spread the virus during festive activities. For this reason, the Prefect of Saint Barthélemy and Saint Martin has decided to close nightclubs as of today in order to contain the chains of contamination. The use of dance floors in drinking establishments is also prohibited in Saint Barthélemy, as in Saint Martin.

The Prefect recalls that the best way to protect yourself from the epidemic is to be vaccinated. The Galisbay vaccinodrome is open Monday to Saturday from 8 a.m. to 4 p.m. until August 15.

The French Government has imposed a requirement that unvaccinated travelers between mainland France and St Martin/St Barthélemy provide "motis impérieux", compelling reasons, in order to travel. Typical acceptable compelling reasons include:

  • Medical flights in conjunction with combating the epidemic.
  • Reunification of immediate families members.
  • Medical flights on the advice of a physician.
  • Essential flights for professionals which cannot be deferred.

PRESS RELEASE
Paris, July 28, 2021
ESTABLISHMENT OF A HEALTH EMERGENCY STATE
FOR THE TERRITORIES OF GUADELOUPE,
OF SAINT-MARTIN AND SAINT-BARTHÉLEMY

In application of article L.3131-13 of the public health code and taking into account the rapid deterioration of the health situation, a decree adopted on Wednesday July 28 in the Council of Ministers and published in the Official Journal of the day, declares the state of health emergency in the territories of Guadeloupe, Saint-Barthélemy and Saint-Martin until September 30, 2021.

Faced with the strong epidemic upturn and in order to protect populations, particularly in the face of variants, and in a context of low vaccination coverage, these territories joined Martinique, Reunion and Guyana.

The establishment of a state of health emergency allows in particular the return of compelling reasons for unvaccinated people between these territories and France.

In order to pursue the strategy of territorialized management of the health crisis, this measure also allows the Prefects of these different territories, in conjunction with the Regional Health Agencies, elected officials and socio-professional actors to take specific protection measures ranging from containment to curfew. The Prefects will come to specify in the coming days, for the territories concerned, the new measures in force.

THE DIRECTOR OF THE ARS REGRETS "THE RELAXATION" IN SAINT-BARTH

by TF
07/29/2021

The "dazzling" increase in the number of positive Covid diagnoses between Monday 19 and Sunday 25 July in Saint-Barth surprised the director general of the Regional Health Agency (ARS) of Guadeloupe, Saint-Martin and Saint-Barthélemy. “Especially from one of the best students in terms of vaccination,” notes Valérie Denux. Indeed, with nearly 44% of its population fully vaccinated, Saint-Barthélemy was undoubtedly not prepared to experience its biggest wave since the start of the pandemic: 169 cases in one week. A trend that seems to be confirmed since since Monday, 33 new positive analyzes have been carried out.

“There has clearly been a relaxation, notes Valérie Denux. Especially among 20/30 year olds. People have become infected. "If the director of the ARS observes that 15% of the 169 cases detected last week are people from outside the island, she insists that the circulation of the virus took place during events festive. “There were still two hospitalizations in Saint-Barth, so that means that it generates delicate cases. It should also be said that some young people have long Covid, with various sequelae. The other point of difficulty is that we have observed in previous waves that it is always young people who are affected first before the virus reaches the elderly. "

If she recalls the potential economic consequences for the island, Valérie Denux says however "less worried about Saint-Barth because of its better vaccination rate which will help us to stem this situation". On the condition, however, to put an end to the slackening of recent weeks. “The Saint-Barth scale is smaller so we have better control,” assures the director. But affected young people must isolate themselves and pay attention to those around them. "

Attached below is the July 19 – July 25 update from ARS Guadeloupe. I've attached most of the update, including the St Martin information, which was available as a text file that I could run through Google Translate. I've left out some of the “boilerplate” in the middle and at the end.

The text states a cumulative total of 1195 cases on St Barth, and 169 new cases in the past week(up from 5 in the previous week).

A few numbers picked out of the text:

2,026 tests were performed last week, for a total of 38,369.

The incidence rate was 1725.5/100,000, up from 51.1/100,000 last week. The positive test percentage was 8.1%, up from last week's report of 0.6%.

There are three clusters being investigated.

61 new cases have been reported this week, out of 682 tests, which will be included in the next bulletin.

5584 first vaccine injections have been administered, and 4592 second vaccine injections have been administered as of July 19.

66.56%of the 18+ population has received at least one vaccine shot, and 55.16% of the 12+ population has received at least one vaccine shot.

BULLETIN N ° 130
COVID-19 SITUATION POINT ONSAINT-MARTIN
AND SAINT-BARTHÉLEMY
WEEK FROM MONDAY 19 TO SUNDAY 25 JULY 2021

The epidemiological situation, for Saint-Martin, remains, this week again, on a high plateau and must call for the greatest caution. For Saint-Barthélemy, the considerable increase in the number of cases in one week should alert us and mobilize us, especially since the situation is tense in mainland France and in the other French territories of the Caribbean.

Saint-Martin :
For the week of July 19 to 25, 2021(week 29, data stopped on July 25), there are 62 new cases in the territory of Saint-Martin, a stable figure since 61 new cases were identified in week 28, knowing that the number Testing remained at a high level with over 2,646 tests performed over the week. 61 new positive cases were recorded at the same time by Public Health France(SPF) 1. Taking into account the consolidated data from the previous weeks, this brings to 2,579 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data) since March 2020. It should be noted that since 07/26/2021 (current week 30), 38 new cases of COVID have been recorded out of 868 analyzes carried out.

Saint-Barthélemy:
For week 29 (data stopped on July 25),there are 169 new cases in the territory of Saint-Barthélemy, 156 new positive cases are recorded by SPF in parallel. This brings to 1,195 the number of cumulative confirmed coronavirus cases (SI-DEP SPF data) since March 2020. Since 07/26/2021 (current week 30), 61 new cases of COVID have already been recorded on 682 analyzes carried out, confirming a strong circulation of the virus in this territory.

Hospitalized and deceased
The CH Louis-Constant Fleming and the CH de Bruyn remain very committed to the management of the crisis. As of July 26, 11 confirmed COVID patients are hospitalized at the LCF hospital center, as well as 2 confirmed COVID patients at Bruyn hospital center.

During week 29, there were 2 medical evacuations to the Guadeloupe hospital center, no new deaths are to be deplored.

Monitoring of indicators
The ARS vigilantly monitors the indicators put in place to monitor deconfinement:
-The incidence rate which measures the number of people positive for Covid-19 per 100,000 inhabitants over a period of one week. Two thresholds are set, a vigilance threshold of 10/100 000 inhabitants and an alert threshold of 50/100 000 inhabitants. A high incidence rate reflects the development of clusters or active viral circulation.
-The positivity rate which measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a vigilance threshold of 5%and an alert threshold of 10%.

In Saint-Martin,
Epidemiological indicators are increasing this week, vigilance is needed more than ever in order to avoid a further deterioration of the health situation. Indeed, the fragile situation can change very quickly.
- According to SI - DEP ARS data, the incidence rate, up this week, is still above the alert threshold, standing at 170.6 / 100,000 this week 29 against 151/100,000 in week 28. According to SI-DEP SPF data, the weekly incidence rate is also slightly increasing, standing at 173.4 / 100,000 inhabitants in week 29, compared to 170.6 / 100,000 in week 28.

- According to SI-DEP ARS data, the weekly positivity rate is stable, below the vigilance threshold again this week, with a rate of 2.3% in week 29, identical to week 28.

According to SPF data, the positivity rate is up slightly, with a rate of 4.68%, compared to 4.08% in week 28.

The indicators remain worrying this week again. The situation demands our full vigilance. We must therefore continue the efforts made daily while respecting barrier gestures!

Equally important is understanding the value of getting vaccinated in order to prevent the spread of the disease in its most severe forms. Fragile people, of all ages, often carriers of chronic diseases, must take particular care to protect themselves through barrier gestures but also by limiting physical contact (hugs, braces, etc.).

In the event of symptoms, these people are invited to contact their doctor at the first signs. Don't wait until you have serious signs!
As of July 28, a new high criticality cluster (8 cases) is being investigated in the territory.

In Saint-Barthélemy,
Epidemiological indicators have deteriorated sharply over the past week:
- The incidence rate has risen sharply this week to 1,725.5 / 100,000 inhabitants, according to data from SI-DEP ARS (vs. 51.1 / 100,000 in week 28).
If we consider all the residents of Saint-Barthélemy who entered SI-DEP (SPF data), the weekly incidence rate of 1,566 / 100,000 inhabitants, a very large increase compared to week 28 (91.68 / 100,000).

- The positivity rate is also up sharply this week, to 8.1%, it is well above the vigilance threshold according to the SI-DEP ARS data (vs. 0.6% in week 28).

If we consider the SI-DEP SPF data, the positivity rate is also sharply increasing, to 7.7% against 0.88%in week 28.

As of July 28, 3 clusters have been registered and are under investigation.

Recommendations
We form a chain of protection and the relaxation of some favors the diffusion with heavy consequences for the most fragile.

The early detection of positive cases is a guarantee of success in rapidly breaking the chains of transmission of the disease, as is compliance with barrier gestures and isolation measures. The virus is transmitted very often in the private sphere (family events, friendships) or the professional sphere.
The mutating virus, present in the territory, is known for its faster spread. It is therefore even more important to pay extra attention in the application of barrier gestures by standing at 2 meters instead of 1 meter, by respecting the isolation instructions extended to 10 days for the alpha and delta variants by wearing masks considered to be more effective because they meet a high filtration standard, namely surgical or general public masks in fabric manufactured according to AFNOR SPEC S76-001 category 1 standard.

Regarding the variants, the end of the isolation must be accompanied by the rigorous wearing of a surgical mask or general public filtration greater than 90% and strict compliance with barrier measures and physical distancing during the 7 days following the lifting of the isolation, by avoiding people at risk for a severe form of Covid-19 and by promoting, as far as possible, teleworking. Contact cases must be tested immediately, observe isolation for 7 days at after which they repeat a PCR test, the isolation is only lifted upon receipt of the negative result.

The tests
In Saint-Martin: 1,500 additional tests were carried out in week 29 (PCR and antigens), fora total of 46,787 tests recorded. 2,646 additional tests were performed in week 29 (PCR and antigens) according to SI-DEP ARS data.

Current points:
- The drive installed in Marigot (behind the Mac Donald) is open Monday to Friday, from 7 a.m. to 12 p.m., it tests both contact cases and travelers. Its ability to take tests PCR for Saint-Martin is 150 per day from Monday to Thursday and 94 tests on Friday. It is to be taken into account, for the travelers, the delay of return of the results which is at least 36h; the tests being analyzed by the Pasteur Institute in Guadeloupe. Due to the end of free PCR tests forforeigners (decree of July 6), the Marigot drive does not can no longer accept people without Carte Vitale; the latter are thus called upon to become closer to BPA.

- The BPA laboratory performs PCR tests by appointment at its Hope Estate drive, it tests in priority contact cases and people needing hospitalization. Saturdays,
BioPôle Antilles (BPA) laboratory is accessible for PCR samples (around 60), by appointment only.

-People wishing to access an antigen test are invited to contact pharmacies in the territory by offering (Sun, Soualiga, Concordia, Bellevue, Caribbean)
each having their own test schedules.

In Saint-Barthélemy: 2,026 additional tests were carried out (PCR and antigens) in week 29, fora total of 38,369 tests recorded. 2,083 additional tests (PCR and antigenic) were performed according to SI-DEP ARS data.

Current points:
- The Saint Jean drive remains accessible, without an appointment, from Monday to Friday from 8 a.m. to 11 a.m. for PCR tests and from 11 a.m. to 3p.m. for antigen tests, Saturday from 8 a.m. to 12 p.m. For antigens and from 8 a.m. to 10 a.m. for PCRs. Its PCR testing capacity is 150 samples per day. As well as the pharmacies on the island (Gustavia, the airport and Island pharmacy) each with their own test schedules.
[Note:These hours are suspect. The Red Cross has published different hours, most recently on July 22.
- From Monday to Friday, 8 a.m. to 1:45p.m., arrive before 10:45 a.m. for the RT-PCR test.

-Saturday from 8 a.m. to 11:45 a.m., before 9:45 a.m. for theRT-PCR test.

Vaccination
Saint-Martin:
Vaccination continues in Saint-Martin and concerns people of all ages, with the opening since May 4 of a vaccinodrome in Galisbay (infront of the car park, on the carnival site). It is carried by the Red Cross and uses the Pfizer bioNtech vaccine. For people over the age of 18, it is sufficient to have proof of residence in Saint-Martin (electricity, water, telephone bill, etc.) or a Vitale card to present themselves, when they wish (not appointments), to benefit from a vaccination (the operation takes about twenty minutes, between administrative tasks, injection and monitoring).

For minors from 12 years old, it is sufficient to follow the above recommendations, the vaccination also being done without appointment on the Galisbay site.
The vaccinodrome is open from 8 a.m. to 4 p.m., Monday to Saturday inclusive.

The vaccination center located at the Louis Constant Fleming Hospital continues to operate alongside the vaccinodrome under the same procedures: online appointment booking(santé.fr) or call to the RIPOSTE unit. Vaccination, via the AstraZeneca vaccine, continues for patients over 55, it is carried out in town by attending physicians and pharmacists.

The MODERNA messenger RNA vaccine is available in town, both in pharmacies and in doctors.
The performance of this vaccine is equivalent to that of PFIZER both in terms of efficacy (90% to 95%)and safety. Injections can therefore now be done in a authorized pharmacy or doctor's office (note, each pharmacy or doctor is organized as he wishes, you should therefore get closer to them to find out how to access the vaccine).

As of July 26 (inclusive), 9,883 people have received their first injection and 7,165 people have received their second injection (vaccination started on January 13).

29.01% of the population of Saint-Martin has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria
(population aged over 18), the vaccination coverage rate is 36.89%.

For information, the acquisition of immunity during the vaccination schedule consisting of 2 injections 3 to 12 weeks apart depending on the vaccine is done gradually. It does not start to be effective until two weeks after the first injection.Protection continues to increase over the weeks.
Finally, one to two weeks after the second dose, vaccine efficacy is achieved. It is therefore essential not to relax our vigilance, in particular by respecting barrier gestures throughout the duration of the vaccination schedule.

It is still just as necessary to speedup vaccination in order to protect the most vulnerable but also to create collective immunity on the island.

Saint-Barthélemy:
Vaccination is available at the CMS on Thursday and Friday mornings, by appointment and Saturday mornings at Bruyn hospital also by appointment, via the Maiia website
https://www.maiia.com. They still offer the PFIZER vaccine. Pharmacies are now involved in vaccination, everyone is called to approach them to make an appointment.

As of July 26 (inclusive), 5,584 people have received their first injection and 4,592 people have received their second injection.

The AstraZeneca vaccine is also available for people over 55, in town, on Saint-Barthélemy.
The MODERNA, messenger RNA vaccine has arrived in town. It was delivered to pharmacies and doctors. The performances of this vaccine are equivalent to those of PFIZER both in terms of
efficiency (90% to 95%) than safety.Injections can now be done in an authorized pharmacy and at the doctor's office.

55.16% of the population of Saint-Barthélemy has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 66.56%.

As a reminder: vaccination does not prevent being positive and being contaminating, which is why it is essential to respect barrier gestures.

New restriction - SBH Restaurants and Bars to close at Midnight, sale of alcohol "d’interdire la vente et la consommation d’alcool sur la voie publique, dès aujourd’hui, à partir de 18h et jusqu’à 6h du matin" - ban the sale and consumption of alcohol on the public highway, as of today, from 6 p.m. to 6 a.m. I'm unfamiliar with that term, so I don't know just what it means.

[COVID-19 / Establishment of additional measures to fight the epidemic]

The islands of Saint-Barthélemy and Saint-Martin were placed in a state of health emergency by decree of July 28, 2021. This measure gives the Prefect the possibility of taking additional measures in the fight against the virus.

The latest ARS health bulletin reports a very significant increase in positive cases of covid-19 in Saint Barthélemy (169 over the period from July 19 to 25). 5 clusters have been identified, mainly drinking establishments. For this reason, the Prefect decided that the restaurants and drinking establishments of Saint-Barthélemy would now close at midnight.

In Saint-Martin, the situation is stable (62 new cases over the period from July 19 to 25). However, the heavily mobilized Louis Constant Fleming Hospital still received 14 patients in the covid unit on July 29. One death is to be deplored this week, it has been 39ᵉ since the start of the crisis. A family cluster has been identified, of which 5 members of the same family are hospitalized.

The health situation in Martinique, as well as in Guadeloupe, has deteriorated sharply in recent weeks, forcing the Prefects of the two islands to take important measures to protect their health systems. Our hospitals, and mainly that of Saint-Martin, are not able to cope with a wave of serious cases, without being able to evacuate patients to Guadeloupe or Martinique. Over the last two weeks, 4 medical evacuations of covid + patients have been carried out to the CHU of Guadeloupe.

The Prefect invites all fragile people, or people with comorbidities, to think seriously about vaccination and to get closer to city health professionals, the vaccinodrome or the ARS to remove any doubts they may have on the issue. opportunity to get vaccinated.

Due to a deteriorating health situation in Saint-Barthélemy, and hospitalization rates still high in Saint-Martin, the Prefect has decided to ban the sale and consumption of alcohol on the public highway, as of today, from 6 p.m. to 6 a.m. This measure should make it possible to avoid unexpected crowds of people and the slackening generally associated with alcohol consumption (non-compliance with barrier gestures, non-wearing of a mask).

At the same time, the Prefect reminds all residents that simple actions, such as regular hand washing, the use of hydroalcoholic gel, respect for social distancing, play an essential role in the protection of the most vulnerable, and generally, in the spread of the virus. As a reminder, all establishments open to the public must offer hydroalcoholic gel to customers and ensure that the wearing of masks is respected by both employees and customers.

I’m starting to get a better sense of what "d’interdire la vente et la consommation d’alcool sur la voie publique, dès aujourd’hui, à partir de 18h et jusqu’à 6h du matin" means. Super U has announced that they will not be able to sell alcohol after 6PM.

Ok, one more to clarify things. Thanks, JEK, for the Cellier du Gouverneur post. I’m now getting the sense that takeout alcohol sales are banned after 6PM, as is public drinking. Living in the US, it is surprising that public drinking was ever permitted (we always hid our beers from the cops), but St Barth is not the US.

Likewise, La Cave du Port Franc in Public is closed after 6PM. Personally, I've never needed to do any shopping whatsover at 6PM or later. If i'm going to pre-game, it's already in the house. These days, I don't pre-game. Post-game, it used to be a Cuban and a Cognac. These days, just a Cognac.

Attached below is the July 26 – August 1 update from ARS Guadeloupe. I've attached most of the update, including the St Martin information, which was available as a text file that I could run through Google Translate. I've left out some of the “boilerplate” in the middle and at the end.

The text states a cumulative total of 1336 cases on St Barth, and 167 new cases in the week, (down from 169 in the previous week).

A few numbers picked out of the text:

1930 tests were performed last week, for a total of 40,160.

There have been 33 new cases out of 592 tests which were performed this week, which will be included in next week’s numbers.

The incidence rate was 1705.3/100,000, down from 1725.5/100,000 last week. The positive test percentage was 8.4%, up from last week's report of 8.2%.

There are three clusters being investigated.

5706 first vaccine injections have been administered, and 4668 second vaccine injections have been administered as of August 3.

68.01% of the 18+ population has received at least one vaccine shot, and 56.36% of the 12+ population has received at least one vaccine shot.

[Covid 19 - Health bulletin from July 26 to August 1, 2021]

Bulletin No. 131
COVID-19 situation update on Saint-Martin and Saint-Barthélemy
Week from Monday July 26 to Sunday August 1, 2021

The epidemiological situation for Saint-Martin this week has deteriorated with a very significant increase in the number of cases, this should alert us and mobilize us. For Saint-Barthélemy, the health situation remains at a high plateau this week again. We must remain mobilized, especially since the situation is tense in mainland France and in the other French territories of the Caribbean.

Saint-Martin :

For the week of July 26 to August 1, 2021 (week 30, data stopped on July 31), there are 138 new cases in the territory of Saint-Martin, a figure that is sharply increasing since 63 new cases were identified in week 29, knowing that the number of tests remained at a high level with more than 2,948 tests performed during the week. At the same time, 112 new positive cases were recorded by Public Health France (SPF) 1. Taking into account the consolidated data from the previous weeks, this brings to 2,713 the number of cumulative cases of coronavirus confirmed in the territory (SI-DEP SPF data).

It should be noted that since 08/02/2021 (current week 31), 58 new cases of COVID have been recorded out of 1,014 analyzes carried out.

Saint-Barthélemy:

For week 30 (data stopped on August 1), there are 167 new cases in the territory of Saint-Barthélemy, 168 new positive cases are recorded by SPF in parallel. This brings the number of cumulative confirmed coronavirus cases to 1,336 (SI-DEP SPF data).

Since 08/02/2021 (current week 31), 33 new cases of COVID have already been recorded out of 592 analyzes carried out, still confirming the circulation of the virus in this territory.

Hospitalized and deceased

The CH Louis-Constant Fleming and the CH de Bruyn remain very committed to the management of the crisis. As of August 4, 13 confirmed COVID patients were hospitalized at the LCF hospital center, the 3 confirmed COVID patients hospitalized at Bruyn hospital center were evacuated to the Louis Constant Fleming hospital center.

During week 29, there was a medical evacuation of a patient from Saint-Barthélemy confirmed COVID to the hospital center of Guadeloupe, whose death is to be deplored on his arrival at the CHU. We also deplore the death of a patient from Saint-Martin hospitalized in the intensive care unit at the CHU de Guadeloupe.

Since the start of the health crisis 41 residents of the northern islands have died.

Epidemiological indicators have deteriorated sharply this week, vigilance is needed more than ever.
• According to SI - DEP ARS data, the incidence rate, which has risen sharply this week, and is well above the alert threshold, standing at 380.5 / 100,000 this week 30 against 176 / 100,000 in week 29. According to SI-DEP SPF data, the weekly incidence rate is also increasing sharply, standing at 317 / 100,000 inhabitants in week 30, against 178.3 / 100,000 in week 29.
• According to the SI-DEP ARS data, the weekly positivity rate has doubled, while still remaining below the vigilance threshold with a rate of 4.6% in week 30, against 2.4% in week 29. According to the SPF data, the positivity rate is on the rise, with a rate of 6.34%, against 4.2% in week 29.

The indicators remain very worrying this week again. The situation demands our full vigilance. We must therefore continue the efforts made daily while respecting barrier gestures!

Equally important is understanding the value of getting vaccinated in order to prevent the spread of the disease in its most severe forms.

As of August 4, a new high criticality cluster (9 cases) is being investigated in the territory.

In Saint-Barthélemy,

Epidemiological indicators remain very high this week:
• The incidence rate of 1,705.3 / 100,000 inhabitants, is stable while remaining at a high level this week again, according to data from SI-DEP ARS (vs 1735/100 000 in week 29). If we consider all the residents of Saint-Barthélemy entered in SI-DEP (SPF data), the weekly incidence rate, of 1,686 / 100,000 inhabitants, still high this week (vs 1,735.9 / 100 000 in week 28).
• The positivity rate is still high this week, at 8.4%, it is well above the vigilance threshold according to the SI-DEP ARS data (vs. 8.2% in week 29). If we consider the SI-DEP SPF data, the positivity rate is also increasing, to 8.7% compared to 7.84% in week 29.

As of July 28, 3 clusters are under investigation.

Recommendations

We form a chain of protection and the relaxation of some favors the diffusion with heavy consequences for the most fragile.

Early detection of positive cases is a guarantee of success in rapidly breaking the chains of transmission of the disease, as is compliance with barrier gestures and isolation measures. The virus is transmitted very often in the private sphere (family events, friendships) or the professional sphere.

The mutating virus, present in the territory, is known for its faster spread. It is therefore even more important to pay extra attention in the application of barrier gestures by standing at 2 meters instead of 1 meter, by respecting the isolation instructions extended to 10 days for the alpha and delta variants by wearing masks considered to be more effective because they meet a high filtration standard, namely surgical or consumer masks made of fabric manufactured according to the AFNOR SPEC S76-001 category 1 standard.

Regarding the variants, the end of the isolation must be accompanied by the rigorous wearing of a surgical mask or general public filtration greater than 90% and strict compliance with barrier measures and physical distancing during the 7 days following the lifting of the isolation, by avoiding people at risk of severe Covid-19 and by promoting, as far as possible, teleworking. Contact cases must be tested immediately, respect a 7-day isolation after which they repeat a PCR test, the isolation is only lifted upon receipt of the negative result.

The tests

In Saint-Martin: 1,772 additional tests were carried out in week 30 (PCR and antigens), for a total of 48,610 tests recorded2. 2,948 additional tests were performed in week 30 (PCR and antigens) according to SI-DEP ARS data.

Current points:

• The drive installed in Marigot (behind the Mac Donald) is open Monday to Friday, 7 am to 12 pm, it tests both contact cases and travelers. Its capacity for collecting PCR tests for Saint-Martin is 150 per day from Monday to Thursday and 94 tests on Friday.

• The tension on the PCR reagents started to rise again. The laboratories (BPA and IPG) on which the Northern Islands rely for their tests have a certain level of stock at their disposal, but want to anticipate any rupture by calling on people who need to be tested to prefer antigenic tests (accessible in pharmacy, via doctors or nurses, etc.). As a reminder, antigenic tests are particularly interesting for people called upon to travel, both internationally and on regional flights (results in less than 20 minutes for a result valid for 48 hours).

In Saint-Barthélemy: 1,930 additional tests were carried out (PCR and antigens) in week 30, for a total of 40,160 tests recorded. 1,986 additional tests (PCR and antigens) were carried out according to the SI-DEP ARS data.

Current points:

• The Saint Jean drive remains accessible, without appointment, from Monday to Friday from 8 a.m. to 11 a.m. for PCR tests and from 11 a.m. to 3 p.m. for antigenic tests, Saturday from 8 a.m. to 12 p.m. for antigens and from 8 a.m. to 10 a.m. for PCRs. Its PCR testing capacity is 150 samples per day. As well as the pharmacies on the island (Gustavia, the airport and Island pharmacy) each with their own test schedules.
Vaccination

As of August 3 (inclusive), 10,288 people received their first injection and 7,695 people received their second injection (vaccination started on January 13).

30.20% of the population of Saint-Martin has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 38.4%.

Vaccination is available at the CMS on Thursday and Friday mornings, by appointment and Saturday mornings at Bruyn hospital also by appointment, via the Maiia website https://www.maiia.com. They still offer the PFIZER vaccine. Pharmacies are now involved in vaccination, everyone is called to approach them to make an appointment.

As of August 3 (inclusive), 5,706 people have received their first injection and 4,668 people have received their second injection.

56.36% of the population of Saint-Barthélemy has received at least one dose of vaccine since the campaign was launched last January. It should be noted that according to the old calculation criteria (population aged over 18), the vaccination coverage rate is 68.01%.

I have not seen the usual weekly update from ARS Guadeloupe. The following text is a Google translation of a portion of the Curfew announcement, to which I've added a reference to last week's numbers.

In Saint-Barthélemy the situation is stabilizing, with 89 cases over the week of August 2 to 8 [down from 167 the previous week] and a positivity rate of 5% thus approaching the vigilance threshold [down from 8.4% last week]. However, caution must remain in mind since 5 people are currently hospitalized.
As the health situations in Guadeloupe and Martinique have deteriorated for several weeks and our hospital system cannot cope alone, the Prefect of Saint Barthélemy and Saint Martin has decided to introduce additional measures to stop the spread of the virus on our islands. .
New curfew hours in the northern islands
The curfew is advanced from Friday August 13:
• from 8 p.m. to 3 a.m. in Saint-Martin;
• from 9 p.m. to 4 a.m. in Saint-Barthélemy.
Travel of people is strictly prohibited between these times.
