Jez, the website is tough to navigate, and I struggle with it. You'll have better luck on the ARS Guadeloupe FB page or the Préfet de saint-barthélemy et de saint-martin FB page. For Sint Maarten, the Government of Sint Maarten FB page is the easiest source to check.

There was no Friday update published by Sint Maarten. Below is the Saturday 8/29 update, which shows an increase from the 8/20 numbers of 190 to 264 active cases (+74), an increase in recovered cases from 146 to 179 (+33), and an increase in confirmed cases from 353 to 460 (+107).

(First "ARS Guadeloupe" is some kind of French department that oversees St Barths and St Martin?)

How do you who are on St Barths feel now about the covid flu situation - will flights be operating as usual the next many months, and restaurants be operational?

Are there less or more people on the island right now than normally, what's the feeling e.g. essentially normal or like empty?

Also for flying in from Europe, would the best route be via Paris -> Guadeloupe, or should via Amsterdam -> St Maarten be equally fine? Is a PCR test needed by St Barths/Guadeloupe/St Maarten now when you fly in from Schengen?

Mike, the most recent update that I have from ARS Guadeloupe, the Regional Health Agency, is 3 posts back in post #84. It's as of Wednesday 9/2. I'm expecting another update today. The numbers are shown in red, with text and comments in French.

My understanding is that a negative PCR test, taken and results received within 72 hours before the flight, is required for travel from mainland France to Guadeloupe, and that you will also need a self-certifiction form (Attestation sur l'honneur) stating that you do not have symptoms of COVID, and have not been recently exposed to anyone who is positive. You shouldn't rely on what you read here though. Reach out to your airline for the latest information, as they will be the ones who decide whether or not to allow you to board your flight.

Sint Maarten has an EHAS requirement as well as a PCR test requirement. I see that you've found that thread.

KevinS, thanks for responding, great to talk to you. I see, also I believe your info is correct.

I hope St Barths will be fine with a spit test or antigen test soon as the nasal may be difficult to get hold of and also is unpleasant.

How much as usual is St Barths now in your perception? As in people shops

The Air France website has links to two French labs which will supposedly provide PCR test results within 48 hours. https://www.airfrance.fr/FR/en/comm...ire.htm#font-color-white-avant-le-depart-font

My remote perception (I'm not on St Barth), based on comments here and conversations with others, is that tourism is down (as expected), and that the island is quiet. September is a hard month to judge by, as many restaurants have a seasonal closing at this time of year, and fewer visitors come. September is also the historical peak of the hurricane season. It's too soon to tell what the Fall will be like, and what the season will be like.

St Barth has been performing PCR tests at full capacity of 400 tests every 2 weeks according to the head of the lab doing the tests as quoted in Le Journal this week. The limit is stated to be do to the availability of reagents.

With D+7 tests accounting for a stated 20% of the tests, it will be interesting to see how the D+7 requirement is handled if/when tourism increases, particularly if more testing is needed for symptomatics (now just 2%) due to confounding factors during the "grippe" season and/or increase in viral circulation... unless reagents become more available to the St Barth lab.

Hi Mike -

We spent the summer in St Barts and plan to be back often.

The best routes in from Europe depend on where you live.

If you're in the UK, the most direct (and fastest) route is London > Antigua > St Barts.

(note: Although flying time is short, the turnaround at the airport slows you down a little as Antigua immigration can have long lines and their forms are insanely detailed and every family member needs one filled out so its not great for families, ergo the connection isn't quick).

The Antigua > St Barts flight is about 45 minutes.

The best route from most of Europe is Paris or Amsterdam > Saint Martin (Sint Maarten) > St Barts.

Assuming you have a European passport, you have no immigration forms to fill out and you just wave your passport and show your covid PCR test documentation. The Saint Martin > St Barts flight is less than 10 minutes (and is fast & exhilarating like a roller coaster)

This option is superior to the other options because the internal flight is shorter and the immigration is painless.

The next best option - and more frequent flight options from Europe are Paris > Guadeloupe > St Barts.

This is only marginally slower than the Saint Martin option, because the internal plane ride between Guadeloupe & St Barts is about 45 minutes.

Same immigration benefits for European passport holders.

Since both Saint Martin and Guadeloupe are considered internal FWI flights, there is no additional requirements for new PCR tests, and the test you obtained to get to Saint Martin, Guadeloupe (or Antigua) will also be valid in Saint Barts (if its a test taken within 72 hours of arrival)

If youre flying from the USA... you have a lot more options depending on which city youre flying from - or connect via Miami. (Puerto Rico, Saint Martin, Guadeloupe, Antigua, etc)

If only there were a direct flight from London to Saint Martin, that'd be ideal for the UK.. but there isn't that option. So the choice is either via Antigua, or make another plane change in Paris.

Now, if your country has covid quarantine restrictions on your return (like the UK currently does) then you should take that into account. If you're lucky they will ignore the transit country and just assume you came from Saint Barthelemy, but the UK rules have complications about who joined you on the journey and flying via other countries can make the quarantine situation worse.

Covid 19 - Weekly health bulletin from August 29 to September 4]

In Saint-Martin, 43 new cases were recorded. This brings to 256 the number of cumulative cases of coronavirus confirmed by PCR tests as of September 4, 2020. To date, 107 people have been cured.

The CH Louis-Constant Fleming is very mobilized for the management of the crisis. As of September 4, 15 confirmed Covid-19 patients are hospitalized in the medical department in the establishment. Two people are hospitalized in the intensive care unit of the CHU de Guadeloupe.

In Saint-Barthélemy, 3 new cases were recorded. This brings the number of cumulative cases of coronavirus confirmed by PCR tests to 21.

Actions since August 29:
• Number of tests:
- In Saint-Martin, 194 additional tests were carried out in the laboratory and in the hospital, with a total number of 3039 tests carried out.

- In Saint-Barthélemy, 87 additional tests were performed in the laboratory and in the hospital, with a total number of 2,254 tests performed.

If contamination is suspected, with or without symptoms, it is imperative not to go to your doctor's office. He must first be reached by telephone.

• Strengthening testing capacities:
A drive will be operational at the Louis Constant Fleming Hospital in Saint-Martin from September 10 (8:30 am to 12:30 pm) with a capacity of 50 samples / day.

Monitoring indicators:
The ARS vigilantly monitors the indicators put in place for the monitoring of deconfinement:

• The incidence rate which measures the number of people positive for Covid-19 per 100,000 inhabitants over a period of one week. Two thresholds are set, a vigilance threshold of 10/100 000 inhabitants and an alert threshold of 50/100 000 inhabitants. A high incidence rate reflects the development of clusters or active viral circulation.

In Saint-Martin, the incidence rate is 120.97 / 100,000 inhabitants, well above the alert threshold.

In Saint-Barthélemy, this incidence rate is 31.27 / 100,000 inhabitants, above the vigilance threshold.

• The positivity rate which measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a vigilance threshold of 5% and an alert threshold of 10%.

In Saint-Martin, the positivity rate over the past week is 22.7%, above the alert threshold.

In Saint-Barthélemy, the positivity rate over the past week is 3.45%, still below the vigilance threshold.

Circulation of the virus in the territory:

The circulation of the virus is still very active in our territory.

The latest clusters identified indicate that the transmission of the virus does not occur exclusively in public places, but very often also in the private sphere (family events) or the professional sphere (at your workplace).

Our seniors are particularly affected by severe forms of the disease. Let us all be particularly vigilant when we visit them, whether at their home, or in EHPADs.

The fragile people, often carriers of chronic diseases, must imperatively protect themselves thanks to the barrier gestures but also by refusing the physical contacts (hugs, braces…). In the event of symptoms, these people are invited to contact their doctor at the first signs.

The RIPOSTE COVID-19 platform, in conjunction with health insurance partners (CGSS) and public health France, carries out very important investigative work to identify contact cases and for requests for information on the methods of screening ( difficulties with appointments with laboratories, contact details of screening centers, planning of itinerant screening in municipalities, screening for flights from mainland France or the West Indies, preventive measures to be put in place in companies and procedures to have employees tested , what to do with contact persons, requests for screening in public or private establishments, etc.).

The platform handles a large number of calls (675 calls from August 28 to September 3).

FOURTEEN CARRIERS OF THE VIRUS IN SAINT-BARTH
by Valentine Autruffe 09/22/2020

Currently fourteen people are carriers of Covid-19 in Saint-Barth. One of them was evacuated to the Louis-Constant-Fleming Hospital in Saint-Martin.

The number of positive cases for Covid-19 is climbing in Saint-Barthélemy. Thirteen patients are now in isolation, and a fourteenth, in more fragile health, has been placed under surveillance at the Louis-Constant-Fleming Hospital in Saint-Martin.

First, there is the school canteen “cluster”: one person returned from Portugal with the virus, which was transmitted to two of his colleagues, and to two members of their families. The Collectivity closed the school canteen as a precaution. Note, it was due to reopen Thursday, but it will certainly remain closed until Friday due to the general water cut (read here).

Another Portuguese national returned from vacation with the virus. Asymptomatic, he was isolated at the Saint-Jean residential center and his five roommates were immediately tested. One of them was positive, he too is confined to Saint-Jean.

Two Saint-Barth families are also affected by the virus. A family concentrates three cases, including the person evacuated to Saint-Martin. A couple is also confined to his home, in another neighborhood.

Finally, Monday, September 21, two other contact cases were tested positive in the laboratory. This brings the total of active cases to 14 at the moment, and no serious cases. But it does attest that the virus is circulating again on our island, especially as some of these cases are indigenous. Results are pending on other contact cases.

After seven days of isolation, patients are re-tested, and if negative they can resume their activities.

We get a little lost in the accounts, the health bulletins issued by the prefecture are rare; but we would now have thirty-seven cumulative cases since the start of the epidemic in Saint-Barthélemy, if we add these current fourteen to the balance sheet of 23 published on September 14 by the prefecture.

September 20 Update from ARS, translation by Google:

[Health] Bulletin #88-Coronavirus Information
Weekly health point from September 14 to 20, 2020
(modification of the evaluation period with the information system of Public Health France)

Number of cases:
• Saint Martin: After refinement of data from the SIDEP system of Public Health France, the number of new cases is 50. This brings the number of cumulative cases of coronavirus confirmed by PCR test (consolidated data) to 367

• Saint-Barthélemy: The number of new cases among residents is 8. This brings the number of cumulative coronavirus cases confirmed by PCR testing (consolidated data) to 45

Healed:

• Saint Martin: 273 people are no longer contaminants.

• Saint Barthélemy: 25 people are no longer contaminants

Hospitalized and deceased:

The CH Louis-Constant Fleming is heavily mobilized for crisis management. As of September 20, 9 confirmed Covid patients are being hospitalized in the facility's medical department. Two deaths of elderly patients are to be deplored in Saint Martin.

Number of tests:
In Saint-Martin, an additional 301 tests were carried out in the laboratory and hospital, with a total of 3834 tests carried out.

In Saint-Barthélemy, an additional 179 tests were carried out in the laboratory and hospital, with a total of 2668 tests carried out.

The drive is operational at Louis Constant Fleming hospital in Saint-Martin (from 8 to 12) with a capacity of 50 samples / day.

Circulation of virus:
Virus circulation remains very active in our territory. Virus transmission is very often done in the private sphere (family events) or the professional sphere (at your workplace). There is still one cluster being investigated, in Saint-Barthélemy.

Our seniors are particularly affected by the serious forms of disease. Let's all be especially vigilant when we visit them, whether at home or in the EHPAD.

Fragile people, often carrying chronic diseases, must protect themselves imperatively thanks to the barriers but also by refusing physical contacts (hugs, hugs...). In case of symptoms, these people are invited to contact their treating doctor from the first time signals.
Tracking the indicators:

ARS vigilantly monitors the indicators put in place for déconfinement monitoring:
- The incidence rate that measures the number of positive people in Covid-19 per 100 inhabitants over a period of one week. Two thresholds are set, a threshold for alerting 10/100 inhabitants and an alert threshold for 50/100 inhabitants. High incidence rate reflects cluster development or active viral circulation.

- The positivity rate that measures the number of people positive for Covid-19 / the number of tests carried out over a week. Two thresholds are set, a 5 % alert threshold and a 10 % alert threshold.

In Saint-Martin, the incidence rate is 139,88 inhabitants, and is well above the alert threshold (165,05 inhabitants last week) ... The positivity rate for the past week is 16,61 % above the warning threshold (20,07 % last week). These two indicators evolving favourably and decreasing significantly, reflect efforts on limiting people's flows and respecting barriers in the public sphere.

In Saint-Barthélemy, this incidence rate is 81,69 inhabitants, above the alert threshold as well (30,63 inhabitants last week). The positivity rate for the past week is 4,47 still below the watchfulness threshold (2,5 % last week). This is an upward sensitive evolution, however, to relate given the size of the smaller population.

Advice to the population:
In case of suspected contamination, with or without symptoms, it is imperative not to move to your doctor's office. He needs to be reached first by phone.

The RIPOSTE COVID-19 platform, in conjunction with the partners of health insurance (CGSS) and public health France, is doing a very important survey work to identify contacts and for requests for information on the methods of testing (difficulties for meetings with laboratories, coordinates of screening centres, planning of roaming screening in the communes, screening for metropolis or Antilles flights, prevention measures to be put in place in companies and procedures to have employees tested, Conductions to be held for contact persons, screening requests in public or private establishments...).

The platform continues to handle a large number of calls (549 calls over the period).

The COVID-19 outbreak should not make us forget the ever-present dengue: let's destroy our larval lodges!

Point 20200920.png

Confirmed cases increased by 22.
"New cases among residents is 8."

An interesting distribution, particularly in the context of what Le Journal reported (post 95) and the alert thresholds (incidence rate and test positivity rate) being based on positive tests in residents.

Further info from Le Journal, translation by Google:

Five new positive cases in Saint-Barth, a patient evacuated on Thursday
by V.A
09/24/2020

On Wednesday September 23, a new case tested positive for Covid-19 in Saint-Barthélemy. The patient in question was evacuated this Thursday afternoon to be hospitalized in Saint-Martin, as a precaution, because she has other pathologies. This Thursday four other people were tested positive for the coronavirus by the Bio Pôle laboratory.

This brings the total of active cases on our island to 25 currently, which attests to the circulation of the virus in Saint-Barthélemy.

The Collectivity calls this Thursday for the greatest vigilance and respect for barrier gestures. She asks people returning from outside, as well as their employers, to be particularly scrupulous.

Here is the weekly ARS update for the period 9/21-9/27.

They're getting skimpy with the information in the chart. I think that for most the number of new cases is of interest, and the count is +36 new cases on St Martin and +14 new cases on St Barth.
