COLLECTIVITY PRESS RELEASE

Following regulatory changes and the epidemiological situation in the region, the Community of Saint-Barthélemy wishes to make several reminders and recommendations.

1) A PCR test of less than 72 hours is mandatory for boarding, regardless of the airport of departure (France, Europe, USA...), to travel to the Martinique area , Guadeloupe, Saint Martin, Sint-Maarten, Saint-Barthélemy. D+ 7 test is mandatory for all people from the Americas. For people from metropolis or Schengen area, the test at J+ 7 is no longer mandatory, but clearly indicated at the slightest evocative symptom.

2) No PCR tests are required to get off the island for France or the Schengen area (especially Portugal). Only a statement of honor attesting to no symptoms and not having been in contact with a confirmed case in the last 14 days must be submitted to boarding.

3) More than 1500 tests have been carried out in Saint-Barthélemy since the beginning of the pandemic. More than 200 tests have been carried out every week for the past month, a screening rate greater than 2.000 per 100.000 inhabitants (compared to 538 per 100.000 inhabitants in France).

4) Saint-Barthélemy's Bio Pole Lab delivers results in less than 24 hours and set appointments at 24-48 hours. By way of comparison, delays in other islands and in the metropolis are more than one week. It is advisable to make appointments online, rather than by phone.

5) For technical reasons, ARS Guadeloupe was unable to publish its weekly health bulletin for the Northern Islands Friday, July 24 That's why the President of the Territorial Council took the opportunity of the open meeting of the Territorial Council to announce the positive case identified this week, in accordance with the usual weekly pace. This positive case is imported. Contact case identification protocols and testing have been implemented by the ARS. An isolation measure at the accommodation centre has been decided. The ARS health bulletin was released today.

6) In view of the evolution of the epidemic situation in the region, everyone is asked to redouble their vigilance in the application of barrier gestures, especially the wearing of masks in all closed public places.

7) If you are a resident returning to the island or come to visit your family or friends on the island, also respect the barriers in your family circle for at least seven days. It is in the nearby circle that the risk of contamination is highest when a stay outside the island returns. This precaution is essential during this holiday season to prepare for September's school in good conditions.

8) In case of symptoms of dengue or Covid, do not hesitate to consult your treating doctor.

Thanking you for your cooperation

Now 36 cases in Sint Maarten.

The Government of Sint Maarten did a Facebook Live a few minutes ago. No mention was made of the airport.

They rarely mention airport changes until a day before at sxm.

The airport may keep the aug. 1st schedule to open to usa traffic but the word on the street says otherwise. ( island grapevine ).

with all the new cases of covid and a hurricane looming in the distance, I guess you could just do the math.

Newspapers Le Pélican and The Daily Herald are reporting that the Préfète will close the French-Dutch border if Sint Maarten opens to US flights on 8/1. From a story in The Daily Herald:

MARIGOT—Préfète Déléguée Sylvie Feucher stated on Monday she will close the French-Dutch border if the Dutch-side government proceeds with its plan to re-open Princess Juliana Airport to incoming US flights on August 1.
“The Dutch-side does not carry out a second PCR test after seven days and I think that’s very dangerous for the island,” she said, adding she had notified Prime Minister Silveria Jacobs of her intentions. “We don’t have the capacity to manage a mass epidemic if it occurs and are not in a position to cope with a large influx of patients.
“These are difficult decisions to make. I understand the need to open up the island for the sake of the economy but the population must be protected as well.”

COVID-19: IMPLEMENTATION OF TRAVEL LIMITATIONS BETWEEN SAINT-MARTIN AND SINT-MAARTEN AS OF JULY 31 AT 12 PM

Significant increase in the number of cases in Saint-Martin and Saint-Barthélemy

Since the health bulletin of July 24, 1 new case has been detected in Saint Barthélemy, bringing the number of cases to 2, and 4 new cases in Saint-Martin, bringing the number of cases to 7.

In Saint-Barthélemy, the new positive case is linked to a cluster of people from Guadeloupe who stayed on Saint-Martin and frequented establishments in Sint-Maarten.

In Saint-Martin,
- 1 case is still under investigation;
- 1 patient is hospitalized in Sint Maarten and 3 positive contact cases are linked to it;
- 1 case is a contact of an indigenous case;
- 1 case was imported from the Dominican Republic on a repatriation flight from the United States that arrived
to Juliana.

The government of Sint Maarten announced today that it has counted 45 positive cases.

This active circulation of the virus is believed to be at the origin of the contamination of 6 people in Guadeloupe having
stayed on the island and created a cluster still under investigation in Guadeloupe.

Need to slow down the spread of the virus by limiting movement

Due to the increase in the number of cases and limited health capacities, the Prefecture and the ARS,
after discussions with the Collectivity of Saint-Martin and in agreement with the Ministry of Overseas, decide
to put in place a traffic restriction between the two parts of the island from Friday July 31 at 12 noon.

The Prefect spoke today about this decision this morning with the Prime Minister of
Sint Maarten.

Controls will be put in place at the Bellevue roundabout and at Belleplaine by the staff of the Police in
borders and the National Gendarmerie. The border points of Cupecoy and Baie aux Huîtres will be
blocked from this date.

Only people with a professional or medical reason will be able to cross the border. This pattern will be
verified on the basis of the certificates already issued by the Prefecture in June during the previous limitation of
circulation. These certificates may be reissued and collected from the Prefecture services.
Medical requests can be made to the email address:
covid19pref@saint-barth-saintmartin.gouv.fr

Authorized travelers from Juliana airport (from mainland France, from the Schengen area
or from the list of safe countries) will be allowed to pass by presenting their plane ticket, less their PCR test
72 hours with a negative result and the certificate of honor given by the company or present on the site
of the Prefecture (http://www.saint-barth-saint-martin...gence-sanitaire-nouvelles-modalites-d-entree- a-Saint-Martin-part-french-Saint-Barthelemy-from-du-
18-July-2020).

These binding measures are essential to limit the circulation of the virus and avoid reaching the capacity limits of our health system. They will be put in place temporarily while controlling the circulation of the virus on the island.

The health of the population is the only argument that should guide our decisions.

No US Tourists allowed in St. Martin as of August 1. this is just the french side right now folks.

Here is the July 31 update from ARS Guadeloupe:

There are 2 new cases on St Barth for a total of 9 cases, 6 of which have recovered and 3 of which are active. There was a 10th case reported today, which is not included in the graphic.

There are 4 new cases on St Martin, for a total of 53 cases, 41 of which have recovered, and 7 of which are active.

It's interesting that the number of people tested at the airport remains unchanged since 7/28, yet the Minister of Public Health said yesterday that about 30 people were tested there on Saturday, and The Daily Herald reports that "approximately 70 incoming passengers" were tested on Saturday.

What’s the latest happening with covid stats on St Barths?

ARS Guadeloupe puts out stats once each week. The most recent update was as of Friday, July 31. Based on the graphic in that update, and the accompanying text, ARS is reporting 3 active cases on St Barth.
