I believe you are correct. The decision was political, rather than military, and was not, in the light of history, or even at that time, a good one. I believe the General himself said that if the job wasn't finished then, we would have to go back later. And Colin Powell, who supported the decision to stop the war after Kuwait was liberated, was caught between a rock and a hard place.
Hindsight, as the saying goes, is always 20/20.
