The Prefét has imposed the following restrictions for New Year's Eve (Sainy-Sylvestre) celebrations, as tranlated by Google. The original French is included below. Basically, 2AM closure, no takeout alcohol sales including wine shops and groceries) after 6PM. I don't know what that means as to alcohol sales on the quay.

PROVISIONS TAKEN IN THE CONTEXT OF THE FIGHT AGAINST COVID-19
As part of the fight against Covid-19 in the territories of Saint-Martin and Saint-Barthélemy, the following arrangements have been made for the night of New Year's Eve (from December 31, 2021 to January 1, 2022).
In accordance with the prefectural decree n ° 2021/310 / CAB of December 29, 2021:
• All establishments open to the public must close at 2:00 am;
• The sale of alcohol to take away as well as the consumption of alcohol on public roads are prohibited between 6:00 p.m. on Friday, December 31, 2021 and 5:00 a.m. on Saturday, January 1, 2022;
• All festivities which do not take place in an establishment open to the public, which do not take place in an exclusively private setting (no advertising on the organization of the event or entrance fee), or which take place in public, must be the subject of a prior declaration to the prefecture and meet the health provisions provided for by law and to ensure public reception with a health pass.
• The Health Pass is a mandatory condition for all events organized in public space.
It is essential that these provisions be scrupulously respected in order to fight effectively against the Covid-19 virus, which is very present in our territories and to limit its spread as much as possible.

DISPOSITIONS PRISES DANS LE CADRE DE LA LUTTE CONTRE LA COVID-19
Dans le cadre de la lutte contre la Covid-19 sur les territoires de Saint-Martin et de Saint-Barthélemy, les dispositions suivantes ont été prises pour la nuit de la Saint-Sylvestre ( du 31 décembre 2021 au 1er janvier 2022 ).
Conformément à l’arrêté préfectoral n°2021/310/CAB du 29 décembre 2021 :
• Tous les établissements recevant du public doivent fermer à 2h00 du matin ;
• La vente d’alcool à emporter ainsi que la consommation d’alcool sur la voie publique sont interdits entre 18h00 le vendredi 31 décembre 2021 et 5h00 du matin le samedi 1er janvier 2022 ;
• Toutes festivités qui ne se déroulent pas dans un établissement recevant du public, qui ne se situent pas dans un cadre exclusivement privé ( pas de publicité sur l’organisation de l’événement ni de droit d’entrée), ou encore qui se déroulent en public, doivent faire l’objet d’une déclaration préalable en préfecture et répondre aux dispositions sanitaires prévues par la loi et pour assurer un accueil du public avec passe sanitaire.
• Le Passe sanitaire est une condition obligatoire pour l’ensemble des événements organisés sur l’espace public.
Il est primordial que ces dispositions soient scrupuleusement respectées afin de lutter efficacement contre le virus Covid-19 qui est bien présent sur nos territoires et pour limiter au maximum sa propagation
