Yes and no. Depends where you go. The restaurants that I go to are quite rigorous enforcers of mask rules for entry into them, departing, and moving away from the table (to use the bathroom, e.g.). Similarly, most commercial facilities -- grocery stores, etc.. At the gas station, for example, the inside clerk will not start your gas pump if you're not wearing a mask.
Outdoor walking . . . I would say that no more than 20% of the people I see walking on streets are wearing masks. The gathering this morning of people contributing to the "clean-up" was pretty shocking for disregard of the rules . . . and I'm surprised that the organizers weren't better enforcers.
