I just checked Winair's website for their policy. I'm buying tickets now for our trip in March and wanted to know what the deal is. Here is their written policy, clipped directly from their website:

Cancellation Of Reservations
Winair may cancel reservations of any passenger when necessary to comply with any governmental regulation or request for emergency transportation in connection with the national defense, or when necessary or advisable by reason of weather or other conditions beyond Winair's control.
If a passenger fails to occupy space which has been reserved for him/her on a flight and Winair fails to receive notice of the cancellation of the reservation 60 minutes prior to departure of the flight.
Winair may cancel the reservations of any passenger who fails to present him/herself for check-in at the departure gate at least 30 minutes before the scheduled departure time of the flight for which the reservation was made.

I did not see any reference to 90 minutes anywhere on their website.

So... I'm arriving at 1:20 (IAD-SXM on United), is it reasonable to assume that I can make a 2:25 flight on Air Caraibe? I've never flown them, are they okay?

I fly Air Caraibe and they are fine. As to the times- who knows. You have plenty of time to find out.

To be on the safe side, I'd allow 90 minutes for the connection. I think the 90 minute rule can be invoked at any time one of these little airlines wants, and you'll be left standing alone and arguing with yourself. They have traditionally put people on earlier flights when space is available. It's better to get to SBH the same day than risk not doing so for saving a potential 30 minutes.

In addition AA doesn't have a baggage agreement with any of the little connecting airlines. Doing carry on versus checked will speed your trip through Juliana unless you're also using one of the VIP transfer services. If you check bags and don't use a VIP service, it's my understanding you'll have to go through the entire rigamarole at Juliana as both an arriving and departing passenger.

We NEVER check bags. We went to Italy for 23 days this summer and didn't check bags. So I'm hoping that an hour is enough. The big downside is that AC does not list a flight any later than the 14:25... a bit worrisome if anything goes wrong.
