I ve been to Tortola quite a few times but have never stayed there because they were all day trips by boat when I was living in St Croix...however....if nothing has changed, the Long Beach Resort and the Sugar Mill are/were the two top places to stay from what I hear and I've seen them both and they are very nice....Cane Garden Bay is a beautiful beach with a few little funky bars and eateries right on the beach...Tortola is a great place to go to and do make a trip over to Virgin Gorda which is magnificent as well...

I have not been to Tortola but have studied it extensively in planning a possible trip. As far as hotels, Sugar Mill looks to be the nicest. It is run by two chefs and the restaurant draws RAVE reviews from all ranking services. It is consistently ranked one of the top two or three restaurants in the Caribbean.
The hotel is often described as "nice by Tortola standards which are very casual". However, the pictures of the place are lovely. The rooms seem to be of several sizes, nicely appointed and with views of the sea. Not directly on the beach, the place is across a small country road from a quiet, almost private little beach. Rooms range from studio to two bedroom suites and villas, so there is a wide range of accomodations stretching up a small hill with good views. The main restaurant is in the 350 year old sugar mill from which they get their name. They also have a beachside bar/restaurant as I recall.
Tripadvisor.com has a forum where people can talk about places they have visited. Almost invariably, there will be The Curmudgeon who gripes about every place you can look up, be it Sandy Lane, The Cipriani, Le Sireneuse, Necker Island or what have you. Curiously, such curmudgeons have not stayed at Sugar Mill yet and it appears that all the reviews are very, very positive.
If you are doing the BVI, you can choose from Biras Creek, Bitter End or Little Dix on Virgin Gorda, all of which seem nice. But if you are going to Tortola, Sugar Mill seems to be the prize of the island and a nice place in its own right.

I spent a week or so on Tortola a couple of years ago..Stayed at Long Bay and found it to be clean, comfortable and very reasonably priced. The beach was very nice and the food (though nothing like SBH) was not bad at all. Not luxurious at all but good for those on a budget.
I had one of the most amazing meals I have ever had at The Sugar Mill!! ..I would highly recommend it . I did not get to see any of the rooms there but did speak with a couple who were staying there and they were very happy with their accomodations. It is a lovely place . The beach across the street is not really private though as it is completely open to the street behind it (no trees to block passersby from seeing you). It was not very attractive at all.
I would agree that Long Bay and Sugar Mill are the best of what Tortola has to offer...(I had a friend who stayed at one of the hotels near Road Town and was really disappointed (can't remember the name)..
When you do go don't miss the great BBQ place in Road Town call E&F..really fun , local place with amazing BBQ ..Virgin Gorda is a must. Let me know if you have any other questions...

Kathy,
It's been many years since I have visited the BVI but I think you are talking about 'C & F Bar/Restaurant'. From an old business card I have the phone number to be: (284) 494-4941...located in Purcell Estate. Yes very good BBQ!
I would like to second your thoughts on Virgin Gorda. After an initial trip to both islands we always went back to VG for extended stays.
In addition I really loved Anegada both visits and out of all islands would like to go back there for a visit.
Bob,
For a very active BVI discussion I would suggest TTOL:
